The Board of Education believes that regular attendance is necessary in order for students to be successful. Students must be present for a minimum of 91% of all class meetings. Principals will consider attendance when making a determination of advancement to the next grade at the elementary and middle school level. High school students must meet attendance requirements as specified in Regulation JEB. In order to be successful, students may need tutorial or help sessions in addition to the regular classroom sessions. When such a session is deemed necessary by an instructor, a student's participation in that session(s) becomes an obligation on the part of the Board of Education, parent(s) and student All North Carolina Statutes and State Board of Education policies pertaining to student attendance are made part of the Carteret County Board of Education attendance policy by this reference.
Attendance POLICY Regulation JEB A. Attendance Defined In order to be considered in attendance, a student must be present in their school for the school day or at a place other than the school with the approval of the appropriate school official for attending an authorized school activity. Such activities may include field trips, athletic contests, student conventions, musical festivals, or any similar activity. To be considered in attendance, a student must be present for the entire class period. B. Excused Absences Excused absences for purposes of this policy are those defined by the State Board of Education, which includes:
1. Illnesses or Injury An absence is excused when the absence results from illness or injury, which prevents the child from being physically able to attend school. The principal may request a doctor’s written statement concerning cases of excessive absences.
2. Quarantine An absence is excused when isolation of the child is ordered by the local health officer or by the State Board of Health.
3. Death in the Immediate Family An absence is excused when it results from the death of a member of the immediate family of the child. For purposes of this regulation, the immediate family of a child includes grandparents, parents, brothers, sisters and other individuals as determined by the principal.
4. Medical or Dental Appointments An absence is excused when it results from a medical or dental appointment of a child and approval of the appropriate school official is obtained before the absence occurs, except in case of an emergency.
5. Court or Administrative Proceedings An absence is excused when it results from the required attendance of a child at the proceedings of a court or an administrative tribunal.
6. Religious Services An absence may be excused if the tenets of a religion to which a child or his/her parents adhere require or suggest the observance of a religious event. Approval of such absences is within the discretion of the principal, but approval should be granted unless the religious observance, or the cumulative effect of religious observances, is of such duration as to interfere with the education of the student.
7. Educational Opportunity An absence may be excused when it is demonstrated that the purpose of the absence is to take advantage of a valid educational opportunity. Approval for such an absence must be obtained before the absence occurs.
