All contracts with third party providers of data management services (such as content filtering and e-mail services) for the system are reviewed to ensure compliance with federal and state student privacy and records retention laws. 

Teachers must ensure the protection of student personal information when establishing any relationship with a third-party site or system. Teachers may establish or allow students to establish individual accounts on a third party site or system only under the following circumstances:

a)      The establishment of the account is necessary to achieve an identified educational purpose.

b)      Student personal information and student use data is not be collected, analyzed and/or used for commercial advertising or marketing purposes.

c)      A minimum amount of non-identifying information is collected for the purpose of establishing the account.

d)      The third party system has committed to maintain the privacy of any information provided.

The system may not enter into any agreement with a third party supplier of Internet-related services if the third party service provider intends to collect, analyze, and/or sell individual or anonymous student use data for the purpose of commercial advertising and marketing research activities. The collection and analysis of student use data strictly for the purpose of evaluation and improvement of the educational site is acceptable.

Students are to abide by the following privacy and communication safety standards when using the Internet.

a)      Definition:  Personal contact information includes the student's name together with other information that would allow an individual to locate the student, including, but not limited to, parent's name, home address or location, work address or location, or phone number.

b)      Elementary and middle school students must not disclose their full name or any other personal contact information for any purpose.

c)      High school students must not disclose personal contact information, except to education institutions for educational purposes, companies or other entities for career development purposes, or with specific school system employees’ approval.

d)      Students must not disclose names, personal contact information, or any other private or personal information about other students under any circumstances. Students must not forward a message that was sent to them privately without permission of the person who sent them the message.

e)      Students must not agree to meet with someone they have met online without their parent's approval and participation

f)        Students must promptly disclose to their teacher or other school employee any message they receive that is inappropriate or makes them feel uncomfortable.  Students should not delete such messages until instructed to do so by a school system employee.

The following provisions address the disclosure of student information, posting student-created material, and posting pictures of students on the school system and school web sites.  Parents must approve such disclosure and posting.

g)      Pictures of students may be included on web pages to highlight activities. Pictures of K-8 students may only be identified by the name of the activity or by limited student identification. Individual photos of students may not be published unless the parent or guardian has signed the Carteret County Public School System student agreement. Pictures of 9-12 students may be identified by limited or full student identification depending upon parental permission.

h)      K-8 student work and recognition published on the website can be identified by the limited student identifier. Full names of students will not be used on web pages. 9-12 student work and recognition may be identified by limited or full student identification depending upon parental permission.  No other student information, such as address, home phone number or email address will be allowed on web pages. 

i)        Class rolls or team rosters may only be published for elementary/middle schools using the limited student identification with parental permission.  Class rolls or team rosters may only be published for high schools using either the limited student identification or full name, depending upon parental permission.
