Five bond projects reviewed, savings outlined at
April 12, 2006, special Board of Education meeting

A special Board of Education meeting took place Wednesday, April 12, 2006, for the purpose of reviewing the report compiled by Carteret County Schools Construction Management Firm (Keith Maready & Associates, LLC). 

The study was conducted and reports compiled with reference to the five bond projects involving renovations and new construction - Bogue Sound Elementary, Croatan High auditorium, East Carteret High, Newport Elementary and White Oak Elementary. The projects are currently under the direction of SFL+a Architects.

Keith Maready presented the reports and indicated the study was concluded from the following resources: three unaffiliated architectural firms; two unaffiliated general contractors; the North Carolina Department of Public Instruction; three Eastern North Carolina school systems with active bond programs; and his own experience as general contractor and construction manager.

Keith Maready indicated three possible areas for cost savings in the projects:  (1)  reduction of design fees by Carteret County Schools taking leadership of items, such as painting, floor covering, window and door replacement and others, (2) reduction of profits by contractors by Carteret County Schools taking leadership of the above referenced items, and (3) reduction of inflation rates by early performance.  He also indicated the unit costs of $146.00 per square foot for classroom and accessory space additions are achievable, and $230.00 per square foot is achievable for auditorium construction. These costs are significantly less than the architectural firm’s early concept work projections.

In summary, the bond projects scope of work can be achieved for the approved bond value on four of the five projects, with the construction of the auditorium at Croatan High being the exception. Study is in process on the remainder of the bond projects.  Below is a summary of reports presented April 12 by Keith Maready & Associates.
