September 6, 2011

The Carteret County Board of Education met September 6, 2011, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC.

Attending the meeting: Chair Al Hill, Vice Chairman Cathy Neagle and Board members David Carr, June Fulcher, Perry Harker and Shelley Sylivant. Board member Adele Collins was absent.
Others attending included Superintendent Dr. Dan Novey, Assistant Superintendents Mat Bottoms and Dr. Ralph Lewis, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media. Board members conducted a public comment forum from 6-6:30 p.m. At that time no individuals spoke.


WELCOME
Chair Al Hill led the meeting and welcomed those in attendance.

June Fulcher led the invocation.
Members of Scout Troop 572 attended and member Thomas Bean led the pledge to the flag. Scouts attending were David Bergamasco, Hunter Yost, Dallin Yost, Matthew Harmelink, Victor Murta, Will Onorato, Caleb Shindle, Norman Peel, Ben Lawrence, Evan Tosto and Zach Miller. Scoutmaster Michael Bergamasco and Assistant Scoutmaster Greg Patterson attended with the Scouts.


CONSIDER APPROVAL OF MEETING AGENDA

CONSIDER APPROVAL OF CONSENT AGENDA
Chair Hill reviewed the items on the Consent Agenda.

The Consent Agenda items were:
A. Board of Education Meeting Minutes of the August 2, 2011, Board meeting;

Cathy Neagle expressed appreciation to the individuals willing to be appointed to the Carteret County Public School Foundation. New appointments included Dan Reitz, Grady Fulcher, John McLean and Mike Wagoner.

After discussion, the Consent Agenda was approved with all members voting aye.



 

GLOBALLY COMPETITIVE STUDENTS
CONSIDER APPROVAL OF POLICY 4270/6145 CONCUSSION AND HEAD INJURY
Assistant Superintendent Dr. Ralph Lewis noted this new policy on concussion and head injury was brought to the school system by the North Carolina School Boards Association in early August. Dr. Lewis has worked with County Athletic Director Mark Thompson to ensure compliance with the new legislative mandates that are basic to the policy.

Dr. Lewis noted that the policy includes a definition of concussion; a head injury information sheet provision; information about removal from and return to play of student-athletes exhibiting signs or symptoms consistent with a concussion; an emergency action plan; and requirements of record keeping.

Dr. Lewis recommended the Board waive the first reading of Policy 4270/6145 due to the need for immediate compliance with the law.

Dr. Lewis recommended the second paragraph of Section E: Record Keeping be modified to include a month for the superintendent’s annual report. Dr. Lewis recommended the sentence read: “Each June, the superintendent’s annual report to the board on the compliance with laws and policies related to student wellness shall include a report on the system’s compliance with laws and policies related to concussions and head injuries.”
June Fulcher made the motion to waive first reading of Policy 4270/6145 Concussion and Head Injury.

Cathy Neagle provided the second and all members voted aye.

David Carr made the motion to approve Policy 4270/6145 Concussion and Head Injury with the modification to Section E: Record Keeping as recommended by Dr. Ralph Lewis.

June Fulcher provided the second and all members voted aye.


GOVERNED AND SUPPORTED BY 21st CENTURY SYSTEMS
CONSIDER IMPLEMENTATION OF SB 415 – ELIMNATION OF THE COST OF REDUCED-PRICE SCHOOL BREAKFAST MEALS

Finance Officer David Millush and Child Nutrition Director Linda Fairchild presented information about Senate Bill 415 to the Board members.

Mrs. Fairchild noted that Senate Bill 415 for Child Nutrition eliminates the state kindergarten breakfast program and requires funds originally appropriated for the program ($2,017,761) to be used to pay the cost of reduced-price breakfast meals ($.30 cents per meal) for all students (pre-kindergarten through 12th grade) who qualify for reduced-price meals under the National School Lunch Act. Mrs. Fairchild noted the funding that will be provided would not be enough to feed students throughout the year.

Mr. Millush said there were still some questions about the program. He noted that the information was being shared with the Board members for their information. Mr. Millush said the breakfast bills will be tracked over the next few months to get an accurate accounting.

He recommended that the Board review the information presented, and noted that additional information will be shared in the future.

Board members agreed.

 

 

 

CONSIDER MILEAGE REIMBURSEMENT RATE CHANGE FOR 2011-2012

Finance Officer David Millush reported that the State of North Carolina Office of State Budget and Management announced that effective July 1, 2011, the Internal Revenue Service (IRS) increased the business standard mileage rate from 51 cents per mile to 55.5 cents per mile.

Mr. Millush noted that school systems are not required to use the mileage reimbursement rate established by the Office of State Budget and Management.

Board members asked what the increase in the mileage reimbursement was estimated to total. Mr. Millush said increased mileage rate would add about $23,000 to the total operating costs of the school system.

Mr. Millush recommended the Board members consider a motion that the mileage rate for the authorized use of personal vehicles in conducting official school system business in Carteret County be increased from 51 to 55.5 cents per mile, except that a rate of 30 cents per mile will apply when authorized employees choose to use personal vehicles on trips that exceed 100 miles roundtrip when a school system-owned vehicle is made available to them.

Several Board members said they would like to know how many employees were eligible for travel and examples of efficiency measures, and they would like to know where the additional $23,000 would come from.

Shelley Sylivant noted that the question being considered by the Board at this time is the decision to increase the mileage. The other questions about employees eligible for mileage would need to be considered at another time.

David Carr said he would like to see some efficiency measures taken. He expressed concern about charging students for sports and then coming up with $23,000 for mileage reimbursement. Mr. Carr wanted to know what other area school systems were paying for mileage.

Mr. Millush said the amount could be less than $23,000 with some efficiency measures put into place.

June Fulcher noted that many employees do not submit travel claims.

David Carr made motion to table the item until additional information could be provided including what other school systems are paying and possible efficiency plans.

LEADERSHIP WILL GUIDE INNOVATION IN SCHOOLS

RECEIVE MAINTENANCE UPDATE
Superintendent Dr. Dan Novey provided an update on maintenance work taking place in the schools. He noted the report is much different this month than last because of Hurricane Irene. Dr.  Novey said maintenance staff worked hard to get the buildings ready for the actual start of school and then worked hard again to get schools ready again after the storm. Damages were recorded and reported and staff immediately began making repairs.
School officials met with FEMA representatives last week and are working on insurance claims. Dr. Novey said the damage to all school sites totaled about $2.4 million. This included about $40,000 in debris removal; about $35,000 in road and parking lot repairs; about $24,000 for generator fuels and rental of generators, dehumidifiers and air movers; about $2.2 million in general school repairs such as roof repairs, ceiling finish replacements, work on electrical systems, plumbing repairs, HVAC work, and computer/server/router work; about $40,000 for sewer plant generator repairs, tanks and canopies; about $15,000 for food and food handling equipment loss; and about $92,000 for repairs to sports fields, playground areas, athletic support buildings and equipment.

Dr. Novey commended the school system’s technology support team for getting the school system’s servers, internet service and computers up and running so quickly after the storm.

 

RECEIVE BOND UPDATE
Superintendent Dr. Dan Novey noted that the bond projects were about complete. He said all the HVAC work East Carteret High School is complete with the exception of final inspection items. Work is now focused on area F, and that work should be completed by Thanksgiving. After that area is completed, work will begin on the Family and Consumer Science Department area, and that work should be completed in January.

The roof and paving work at West Carteret High School will be completed by mid-September.

 

COMMENTS FROM SUPERINTENDENT

Superintendent Dr. Dan Novey shared a number of comments with the Board.

Dr. Novey noted that all county students missed two school days – August 26 and August 29. Students attending Atlantic Elementary School also missed two additional days.

Dr. Novey stated that the majority of schools opened even when some homes did not have electricity or running water. He stressed the importance of reopening school as quickly as possible to provide all students with a clean, air conditioned, safe environment with meals, while still allowing them to learn.

Dr. Novey said the August 26 day missed will be made up October 10. The August 29 day missed is scheduled to be made up December 19.
He plans to request any type waiver possible from the state for all the school system to make up hours and not days if possible in hopes to saving the cost of buses and food services for the additional days. Dr. Novey noted that the waiver proposal will be sent to NC Department of Public Instruction Superintendent Dr. June Atkinson by September 9.
Dr. Novey cautioned all parents and staff members not to make other plans because October 10 and December 19 are the set makeup days and, if no waiver is granted, will be regular school days.

David Carr noted the school system is seriously handcuffed by the book end start and stop days. He noted it was difficult to get the 180 days in this year between those days, and will be more difficult next year when there will be 185 days of school. Mr. Carr suggested the state consider moving the ending date back.

Dr. Novey noted that many schools will conduct 9/11 remembrance programs on September 9. Governor Perdue requested schools recognize first responders on Friday.

 

COMMENTS FROM BOARD MEMBERS

Chair Hill invited Board members to make comments.

Cathy Neagle  – Mrs. Neagle thanked teachers and staff for getting the school year started and then restarted after the storm. She noted all school sytem employees were doing more with less and she appreciated all the dedication.

June Fulcher – Mrs. Fulcher thanked all the volunteers who have helped after Hurricane Irene. She also said the two East Carteret High School students involved in a car accident the morning of September 6 were doing much better than expected. Mrs. Fulcher also thanked Dr. Novey for visiting in the communities the day after the storm to check on students and their families.

Perry Harker – Mr. Harker echoed the comments of Mrs. Neagle and Mrs. Fulcher. He said his prayers and thoughts are with the two East Carteret High School students involved in the accident. Mr. Harker thanked Linda Fairchild and all the Child Nutrition workers for providing students with nutritious meals.

Shelley Sylivant – Mrs. Sylivant welcomed Scout Troop 572 members and thanked them for attending the meeting. She told the Scouts that 9/11 programs would be taking place in their schools and she urged them to take those programs seriously because of the importance of that remembrance.

David Carr – Mr. Carr thanked Scout Troop 572 for attending the meeting, and he encouraged the Scouts to attend other official meetings.

Chair Al Hill thanked Dr. Novey and other school leaders for being out in the schools and in the communities to assess damage, speak with people, and try to ensure schools were open and safe for students.

Mr. Hill said the Board of Education hears the concerns about the shortage of personnel, the absence of teacher assistants from classrooms and the bus double routes, and said Board members share those concerns. He said these concerns are the results of budget shortfalls, and he said all efforts were being made to seek solutions to any problems that could possibly be addressed.

 

REMINDERS
Chair Hill noted the next regularly scheduled Board of Education meeting would take place October 4, 2011. The meeting will begin at 6:30 p.m. and a public comment time will take place from 6-6:30 p.m. Board members will host an introductory meeting with the Parent Advisory Committee members from 5-6 p.m. that same evening.
