presided over the meeting.
Shelley Sylivant led the invocation and the pledge to the flag.
June Fulcher made the motion to amend the agenda to add 4D – Consider Budget Request to County Commissioners. Adele Collins provided the second and all members voted aye.
Adele Collins made the motion to approve the agenda as amended.
David Carr made the motion to remove Personnel Matters from Consent Agenda and add it to the regular agenda as Item VII and move the current Item VII – Adjourn to Item VIII. Adele Collins provided the second all members voted aye.
The
Consent Agenda items were: May 17, 2011, Special Board meeting; B. Personnel Matters – removed and placed as Item VII on regular agenda. C. Student Transfers; D. Amend By-Laws of Carteret County Public School Foundation; E. 2011-2012 Local Plan Application for Career and Technical Education State/Federal Funding; F. Bond Projects Funding Requisitions and Change Orders: 1 – East Carteret High School HVAC Change Order #3; and 2 – East Carteret High School HVAC Change Order #4. David Carr made the motion to approve the Consent Agenda as amended. Shelley Sylivant provided the second and all members voted aye.
Budget Revision 10 – This revision adjusts the 2010-2011 Operating Budget to provide the necessary funds to pay billed and projected contract custodial service ($25,706) for Croatan High School that have exceeded the amount originally allocated for the purpose. If approved, Mr. Millush noted the funds necessary to meet the obligation for contract custodial services will be transferred from funds originally planned for Instructional Support services. The funds were budgeted for a social worker’s salary, but are unused because of a vacancy that will not be filled this year. June Fulcher made the motion to approve Budget Revision 10 as presented. Shelley Sylivant provided the second and all members voted aye.
Director of Technology and Media Millie Temple shared information
about a free software program that would assist high school office
staff members handle requests for transcripts. The program is called
ScribOrder and is a product of Advanced Imaging Systems. Mrs. Temple
explained that those requesting transcripts now call the high school
registrar and make a verbal request. This is time consuming because
the registrar must spend time on the phone and write down all the
information before searching for the transcript and mailing it.
There are no security checks in place now. Mrs. Temple and Finance Officer David Millush said ideally all school records would be digitized, but that is a costly process. Board members asked questions about security and identify theft issues. Attorney Neil Whitford said a transcript is a confidential student record under federal law and he asked Mrs. Temple to investigate the security offered through ScribOrder. Board members suggested Mrs. Temple have some type of password protection. She said the software was free because the company adds a $3 fee. So if the school system charged $5 for a transcript, the requesting individual would be charged $8. The school system would be responsible for paying a small percentage to Amazon.

Board members requested Mrs. Temple make sure current seniors would not be charged for transcripts. Finance Officer David Millush noted some of the benefits this system would have on the financial side, especially with the ease of payments. He noted the money generated could be used to offset the costs of possibly scanning the documents in years to come. Mrs. Temple will gather additional information and share that with the Board at a later time.
Dr. Dietzler said Title I funds provide eight of the county’s 16 schools with additional staff to lower class size and provide research-based instructional programs. She noted the principals of the Title I schools will use all available funding for staff rather than putting funds in a set aside for staff development. Dr. Dietzler noted that for the second consecutive year St. Egbert’s Catholic School has elected to participate in the Title I program with the public school system. She noted that this means the private school will receive a per pupil allotment for 13 of that school’s students. The per pupil allotment is $925.40. Dr. Dietzler said Title II funding will provide five additional teachers to the school system in order to lower class sizes and to meet the Title I comparability standards for elementary schools. Title II funding is also used to assist teachers hired as lateral entry become highly qualified, and this is done through course and testing reimbursement. Dr. Dietzler said additional Title II funds are used to provide staff development that ensures beginning teachers, experienced teachers and administrators receive professional development to maintain their highly qualified status and allow for research based programs to be activated into classrooms. Perry Harker made the motion to approve Dr. Heather Dietzler submitting the Title I and the Title II applications. Shelley Sylivant provided the second and all members voted aye.
CONSIDER BUDGET REQUEST TO COMMISSIONERS David Carr noted in light of the fact that the county manager’s recommendation is short of what was requested by the Board of Education he believes this request is necessary. He noted the Board of Education does not take the budget lightly and members are as frugal as possible. Mr. Carr said difficult cuts have been made and the budget is as thin as possible. Mr. Carr said the school system has been failed by the state. He added that shifting responsibilities to the county was irresponsible by state. Mr. Carr said the Board of Education needs what it asked for and will take what it can get over that amount. Mr. Hill thanked everyone for attending the Commissioners budget hearing last night and he thanked the 7,000 individuals who signed the petition presented by the C4 Education group. He said it was sad and heartbreaking that the state and federal government are broke. Mr. Hill said he supported the request that the county pick up the shortfall to keep the school system as a forerunner and leader. Shelley Sylivant reminded everyone that the students are our county’s children and all elected groups must work this out together for their benefit. June Fulcher made the motion to request the Carteret County Board of Commissioners fully fund the Carteret County Board of Education’s Capital and Operating Budget Request for 2011-2012 and provide any additional funding to help our school system in light of the impending funding shortfall from the State of North Carolina. Perry Harker provided the second and all members voted aye. Mrs. Fulcher noted that developing the budget is one of the Board of Education’s major tasks. Mrs. Collins serves on the Budget Committee and said there was no fat in the budget. She noted that putting this budget together was difficult and it contains no extras. Mr. Harker said he recognizes the challenges that this budget situation of funding schools has placed the county in and he expressed appreciation to the commissioners for what they have done in the past. He said statewide and nationally he sees counties providing full funding and additional support to dynamic and top performing school systems, not high cost systems. He noted that the Carteret County Public School System fits that category – dynamic and top performing but not high cost. Mr. Harker said he stands strongly committed to the request for full funding for our schools, and that to step back and allow the school system to digress would not be the right thing to do. Mr. Harker said he hopes the County Commissioners will take this as a leadership opportunity and fully fund the school system.

RECEIVE MAINTENANCE UPDATE
The renovation work and upfit work at East Carteret High School continues. All work activity should be completed by the end of October with only the inspections and close out documents remaining. With funds saved from the bond projects some additional work is being done. This work includes a partial roof replacement and some paving work at West Carteret High School and some paving work at White Oak Elementary School.
Superintendent Dr. Dan Novey shared a number of comments with the Board. Dr. Novey said he recently considered the highs and lows of the 2010-2011 school year. He said there were many highs and only a few lows. He noted that two students died during the school year. Those were Antonio Johnson of Beaufort Middle School and Hannah Loy of West Carteret High School. Dr. Novey also noted the sudden passing of East Carteret High School teacher Becky Walker.
Dr. Novey applauded the Carteret County Public School System Transportation Department for earning a top score in its annual inspection by the North Carolina Department of Public Instruction. The school system’s Transportation Department earned an overall grade of 28.7. A score of zero is the highest score awarded. Last year the school system earned a score of 46.7 and the average score in the state is a 36. Dr. Novey congratulated Transportation Director Lloyd Willis and his staff for lowering the score by 18 points in one year.
Dr. Novey reminded those attending that graduation programs would take place this Friday, June 10, at 6:30 p.m. at the county’s three high schools.
Dr. Novey told Board members the General Assembly approved a measure that adds five extra instructional days to the calendar with the same starting date and the same ending date. He noted that if this plan received final approval it will be an added expense and could impact holidays/vacation days and workdays.
Dr. Novey noted that another way to save funds that was being considered was to reduce the number of school buses needed by altering the starting times of schools. This would involve tiering buses. Dr. Novey also noted that charging fees for Driver’s Education and for students to participate in extra-curricular activities are also being considered in order to cover the budget short falls. He noted that the cost of $45 was being discussed for Driver’s Education training, and the cost of $50 for middle level activities and $100 for high school level activities. Dr. Novey noted that Board of Education members must approve all student fees.
Dr. Novey noted the Carteret County Public School Foundation was created last fall. He noted the Foundation was operated by an independent Board of Directors, and the goal was to support the school system. On behalf of himself and his wife Ann, Dr. Novey then presented a check for $1,000 to the Foundation to be used to help students that need financial assistance for school programs or activities.
Vice Chair Hill invited Board members to make comments. Cathy Neagle thanked Mr. Hill for his leadership. She thanked Dr. Novey and Ann Novey for their generous donation to the Foundation. She noted everyone takes this budget shortfall very seriously. Adele Collins – Mrs. Collins congratulated all the seniors and wished them luck. June Fulcher – Mrs. Fulcher said she hires many students in her business and she urged other business owners and managers to hire students. She urges students to be safe over the summer. Mrs. Fulcher thanked the Noveys for their contribution to the Foundation. Mrs. Fulcher said the Carteret County Public School System is recognized for its excellence and that cannot be allowed to slide. Perry Harker – Mr. Harker congratulated the high school seniors. He said last night he attended the Carteret Community College’s nursing program graduation and of those there were 19 seniors from the three high schools that graduated and are now certified as nursing assistants. Shelley Sylivant – Mrs. Sylivant congratulated all the graduating seniors. She thanked all the employees of the school system for continuing to work so hard. Mrs. Sylivant thanked all those supporting the budget and attending meetings. She noted the community support for the education budget exists. David Carr – Mr. Carr said his son, Jared Carr, and his friend, Eli Blake, attended the meeting as part of Carteret Sports Leadership. Mr. Carr thanked all those supporting the budget. He noted the Commissioners have a tremendous amount of responsibility in the budget process. Mr. Carr said North Carolina is one of 11 states where Boards of Education do not have taxing authority, and he would gladly take that responsibility. Mr. Hill thanked the Board members for their time, unity and commitment. He thanked teachers and staff for their dedication, and he congratulated students for achieving high scores.
