members of the media. Chair Cathy Neagle led the meeting and welcomed those in attendance. Board member Adele Collins led the invocation and the pledge to the flag.

1 – Broad Creek Middle Band, All District Clinic; E. School Advisory Council Recommendation; F. 2011-2012 Budget Calendar Shelley Sylivant made the motion to approve the Consent Agenda as presented.
Adele Collins provided the second and all members
voted aye. Superintendent Dr. Dan Novey reminded the Board Race to the Top (RttT) is a grant North Carolina received and it totals $400 million. Assistant Superintendent Mat Bottoms said of the $400 million the state of North Carolina retained $200 million for state education programs. The remaining $200 million is being split between school systems. Carteret County schools will receive about $730,000. He noted RttT money cannot fund the hiring of teachers or staff, but is designed to provide them continuing education opportunities and technological resources. Dr. Heather Dietzler reviewed the steps taking place regarding the county’s plan for RttT funds. The local RttT steering team members are Board of Education Chair Cathy Neagle, Superintendent Dr. Dan Novey, Assistant Superintendent Mat Bottoms, Principal Dr. Sue Kreuser, Teacher and NCAE President Opal Bostic, Technology and Media Director Millie Temple, Finance Officer J. Ipock and Federal Programs Director Dr. Heather Dietzler. Mr. Bottoms said the funds would be split among common core training, technology tools and technology infrastructure, connectivity enhancement, data systems training, creating benchmark assessments and pacing guides, leadership academy, and RttT Initiatives. Mr. Bottoms will submit the local plan to the state November 8.

REQUIREMENTS FOR EQUIPMENT, MATERIALS AND SUPPLIES He requested the Board waive the first reading and approve Policy 6430. David Carr made the motion to waive the first reading of Policy 6430. Al Hill provided the second and all members voted aye. June Fulcher made the motion to approve Policy 6430. Shelley Sylivant provided the second and all members voted aye.

LEADERSHIP WILL GUIDE INNOVATION IN SCHOOLS
RECEIVE MAINTENANCE UPDATE
Dr.
Novey noted that part of the Board of Commissioners’ capital funding
for the school system included securing chiller systems for Atlantic
Elementary School and Smyrna Elementary School. Work is taking place in the annex at West Carteret High School that will serve students through a partnership with LeChris.
RECEIVE BOND UPDATE Work at East Carteret High School is going smoothly and will be completed in early September 2011. The work at West Carteret High School continues and pre-final inspections are taking place. Installation of the final sections of new windows and the final HVAC work will take place over the Thanksgiving and Christmas breaks. Additionally, some paving will take place in December.
Superintendent Dr. Dan Novey shared a number of comments with the
Board. Campus security has taken a step forward with the installation of a visitor management system titled Complete Campus Security Solution (CCSS) in all schools. The software for the program was provided by Ident-A-Kid of America at no charge to the school system. Dr. Novey said the school system’s Technology Plan calls for the implementation of an identification and security system by June 2013, but funding for this system has been a concern. The opportunity to receive the software at no charge moves the Technology Plan forward and adds a layer of security to our school campuses. Dr. Novey said NC Report Cards have been released by the state. The law requires hard copies of this report be given to all parents, and those will be sent home Tuesday, November 9. Make A Difference Day was a success and Dr. Novey thanked all those who took part. The volunteer event took place October 23, and activities in our county included cleaning flower beds, relandscaping areas, picking up trash, power washing, installing new playground equipment, organizing school rooms and cleaning school buses.
Dr.
Novey noted that the county’s graduation rate improved so did the
rates of other system. That resulted in our system dropping out of
the top 10 and is about 13th in the state. Dr. Novey said the November 6 Veteran’s Day Parade in Morehead City would include the county’s high school bands and several board members.
Chair Cathy Neagle invited Board members to make comments. Adele Collins – Mrs. Collins commended all the volunteers taking part in Make A Difference Day. She said West Carteret High School’s JROTC female members also took part in a special event that day. June Fulcher – Ms. Fulcher commended on the Rachel’s Challenge program that focuses on anti-bullying and she challenged students to do something and say something nice to another person. Perry Harker – Mr. Harker thanked the Advisory Council members for attending the meeting and investing their time in our schools. Shelley Sylivant – Mrs. Sylivant wished everyone a happy Veteran’s Day. David Carr – Mr. Carr said he continues to be impressed with the sense of community in this county. He said that was evident in the information shared by the Advisory Council members, and he noted the many outstanding parks including the one at Newport. Chair Cathy Neagle thanked the Board for their time and dedication, and she thanked the Advisory Council members.
