Carteret County Public School System
COMMUNICATOR


 

August 3, 2010

The Carteret County Board of Education met August 3, 2010, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC.

Attending the meeting: Chairman Cathy Neagle, Vice Chairman Al Hill and Board members David Carr, Adele Collins, June Fulcher, Perry Harker and Shelley Sylivant. Others attending included Superintendent Dr. Dan Novey, Assistant Superintendents Dr. Ralph Lewis and Mat Bottoms, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media.
The Board conducted a public comment forum from 6-6:30 p.m. and no one spoke during that time.

WELCOME 

Chair Cathy Neagle welcomed those in attendance. David Carr gave the invocation and led the Pledge to the United States flag.


CONSIDER APPROVAL OF MEETING AGENDA

June Fulcher made the motion to approve the agenda.
Al Hill provided the second and all members voted aye.

 

CONSIDER APPROVAL OF CONSENT AGENDA
Chair Cathy Neagle reviewed the items on the Consent Agenda.

The Consent Agenda items were:
A. Board of Education Meeting Minutes of the July 13, 2010, Board meeting;

B. Personnel Matters;
C. Student Transfers;

D. Fund Raiser Requests;

E. Field Trips –

            1. West Carteret High School, Band Competition, Vienna, VA.

F. School Fees for 2010-2011;

G. Facility Use Manual and Fee Schedule Update; and
H. School Advisory Council Recommendations.
Superintendent Dr. Dan Novey commented on item F. School Fees for 2010-2011, noting the fees were compiled with input from principals and administrators.

Attorney Neil Whitford requested additional time to review item G. Facility Use Manual and Fee Schedule Update.

Al Hill made the motion to approve the Consent Agenda with such modifications to item G. Facility Use Manual and Fee Schedule Update as the Superintendent and Board Attorney determine to be in the best interest of the Board of Education. Mr.Whitford noted any changes would reviewed by the board.

Shelley Sylivant provided the second and all members voted aye.

Dr. Novey commented on two individuals included in item B. Personnel Matters. He invited former Transportation Director John Barbour to join him at the podium and spoke about his 35 year career. Mr. Barbour retired at the end of July. Dr. Novey praised Mr. Barbour for his leadership, his ability to work as a team leader and to assist parents.
Several Board members made comments and thanked Mr. Barbour for his service and his dedication to the school system.
Mr. Barbour said he would miss the people of the school system, and he thanked the Board of Education for their continued support.

Dr. Novey then recognized the new Transportation Director Lloyd Willis. He noted that Mr. Willis was previously working in the Transportation Department of the Cumberland County Public School System.

Mr. Willis expressed his appreciation to Mr. Barbour for creating such a fine department and staff. He also thanked the Board of Education for their confidence and said he was looking forward to working in the school system and for his family to become part of the Carteret County family.


GLOBALLY COMPETITIVE STUDENTS
CONSIDER POLICY 3470/4305 – ALTERNATIVE LEARNING PROGRAMS/SCHOOLS FOR APROVAL

Dr. Ralph Lewis presented this policy for the second reading. The school system currently has alternative learning programs, not schools, and that perspective should be kept in mind when studying the policy. In the documentation, Dr. Lewis gave the example of a student being placed in an alternative program in lieu of out-of-school suspension. This placement will typically be at the same school where the student offenses occurred.

Dr. Lewis noted that since the first reading of the policy on July 13, 2010, modifications were made to more reasonably reflect respective responsibilities of the superintendent and the Board of Education.  Dr. Lewis made the recommendation to modify the last sentence of section B. to read, “By July 31 each year, the board will review whether the school system’s alternative learning programs and schools comply with State Board standards.”

Al Hill made the motion to amend Policy 3470/4305 as recommended by Dr. Lewis.

CONSIDER POLICY 4260 – STUDENT SEX OFFENDERS
Dr. Ralph Lewis presented this policy for second reading. He noted students who fall under the provisions of Policy 5822 may be expelled by the Board and may only be permitted to attend school under circumstances whereby “the student must be under the supervision of school personnel at all times.”
Dr. Lewis noted this policy remained unchanged since the first reading.
Al Hill made the motion to approve Policy 4260 as presented.

Perry Harker provided the second and all members voted aye.

 

CONSIDER POLICY 5022 – REGISTER SEX OFFENDERS
Dr. Ralph Lewis presented this policy for second reading. Dr. Novey noted that sex offenders banned from school property are those who have been convicted of a “sexually violent offense or any offense in which the victim was under the age of 16 years.” He noted that since the first reading Section D.3. had been amended to present a clear sequence of steps to be followed should a parent or guardian covered by this policy be allowed to visit a school campus. The statement now reads “3.b. For the first visit each school year of any person authorized by subsection (a) above, the parent or guardian must provide the principal with written notice of his or her registration on the Sex Offender Registry prior to visiting the campus.”

During the first reading, Dr. Lewis noted that this policy places the school system in compliance with G.S. 14-208.18.

Al Hill made the motion to amend Policy 5022 as recommended by Dr. Lewis.

Shelley Sylivant provided the second and all members voted aye.

GOVERNED AND SUPPORTED BY 21st CENTURY SYSTEMS
CONSIDER 2010-2011 BUDGET RESOLUTION
Finance Officer J. Ipock presented the Board with the 2010-2011 Budget Resolution. He noted the resolution includes projected budget amounts for the Local Current Expense, State, Federal, Capital Outlay, Child Nutrition and Special Revenue Funds.

Mr. Ipock reviewed the Budget Resolution for the school system’s 2010-2011 school year. He noted the local current expense fund appropriation is $19,844,000. The state appropriation is $43,005,000. The federal appropriation is $8,320,000. Mr. Ipock said the capital outlay fund appropriation is $1,464,234 and the child nutrition appropriation of $3,775,000.
Mr. Ipock said the school system’s total budget for 2010-2011 is $78,098,012.
Adele Collins made the motion to approved the 2010-2011 Budget Resolution as presented.

CONSIDER REQUEST TO CARRY OVER CAPITAL FUNDS
Finance Officer J. Ipock asked the Board of Education request the County Commissioners carryover unspent balances (re-appropriated) from fiscal year 2009-2010 to fiscal year 2010-2011 in the following categories and amounts:

Category II – Equipment - $108,664.00

Category II – Technology - $64,000.00

Category I – Planned Repairs - $84,000.00

Total - $256,664.00

June Fulcher made the motion to request the County Commissioners carryover (re-appropriate) the unspent 2009-2010 capital funds in the categories and amounts as listed for the 2010-2011 school year.

David Carr provided the second and all members voted aye.

 

LEADERSHIP WILL GUIDE INNOVATION IN SCHOOLS
RECEIVE MAINTENANCE UPDATE
Superintendent Dr. Dan Novey provided an update on maintenance work taking place in the schools. He noted work continues in schools to prepare for the opening of the school year, including coordinating bell schedules and energy use. Dr. Novey noted online OSHA activities have been identified for employee use as part of an overall safety program.

 

RECEIVE BOND UPDATE
Superintendent Dr. Dan Novey shared some of the bond work underway. He noted the HVAC work at East Carteret High School is moving forward and will be finished in early September 2011.  The work at West Carteret High School is progressing well and phase five will be complete prior to the return to school by staff and students. The project is on track to be complete in early November, five months ahead of schedule.

 

CONSIDER STRATEGIC PLAN FOR CARTERET COUNTY SCHOOLS
Superintendent Dr. Dan Novey reviewed the Strategic Plan as developed by a group made up of parents, business leaders, school staff, parents and others from the community. He noted the plan includes the school system’s mission, beliefs, vision, goals and objectives. The goals coincide with the state goals and initiatives. Dr. Novey noted that a core team of administrators will now work to address the priorities.
Dr. Novey reviewed the Strategic Plan document and requested approval by the Board of Education.

Cathy Neagle served on the Strategic Plan committee as the Board’s representative. She expressed her appreciation to all those serving on the committee and thanked them for their hard work and dedication to development the plan.

Board member Perry Harker also served on the committee, representing Carteret Community College. He noted the diverse committee that put together the plan and said he was impressed with the work.

Perry Harker made the motion to accept the 2010-2010 Strategic Plan as presented.

Shelley Sylivant provided the second and all members voted aye.

The entire Strategic Plan document will be posted on the school system’s website.

COMMENTS FROM SUPERINTENDENT

Superintendent Dr. Dan Novey shared a number of comments with the Board.
He noted that all 16 schools in the county met their AYP targets. He said Carteret County was one of only seven school systems of the state’s 115 school systems that had all schools meet their AYP targets.

Dr.  Novey said the schools are being prepared for the opening of a new school year and staff members are ready to go.

Dr. Novey noted the school system’s Opening Meeting for all employees will take place August 18 at Glad Tidings Church in Morehead City. Dr. Novey noted the church had a seating area large enough to accommodate all employees of the school system. The first day for students is August 25.

Dr. Novey noted that S1115 passed unanimously last Thursday and will now be law. This is the bill introduced by the Carteret County Board of Education to allow principals to administrator oaths as needed to enroll students or other purposes authorized by law.


COMMENTS FROM BOARD MEMBERS

Chair Cathy Neagle invited Board members to make comments.
Al Hill – Mr. Hill congratulated the students and staff in all schools for achieving all AYP targets. He expressed sympathy to the family of long-time school system employee David Lee.

Adele Collins – Mrs. Collins congratulated schools on reaching all AYP targets and extended sympathy to the Lee family.

June Fulcher – Mrs. Fulcher welcomed Perry Harker to his second Board meeting. She thanked Chair Neagle for working on the Strategic Plan. She reminded everyone the first day of school was quickly approaching and to be careful around bus stops and schools. Mrs. Fulcher said she is looking forward to a new school year.  
Perry Harker – Mr. Harker congratulated all schools for reaching AYP targets. He extended sympathy to the David Lee family and noted Mr. Lee’s passion for children. Mr. Harker attended the NC School Board Assocation’s meeting for first-time board members and called it “like drinking from a fire hose” because of the enormous amount of information shared.

Shelley Sylivant – Mrs. Sylivant said there was an enormous amount of input taken to create the Strategic Plan and expressed her appreciation to all those serving on the committee. She welcomed everyone to a new school year.

David Carr – Mr. Carr expressed sympathy to the family of David Lee, and said students and families will miss him. Mr. Carr welcomed staff and students back to school. He reminded students each school year is a fresh start for them and urged them to do their best. Mr. Carr said he was excited to see former students returning to the county to teach.

Cathy Neagle – Mrs. Neagle thanked Board members for their commitment and dedication. She thanked all Strategic Plan committee members for their service. She noted that David Lee was a wonderful man to work with and to know, and said his concern for students was heartfelt.

 

REMINDERS
Chair Cathy Neagle noted the next regularly scheduled Board of Education meeting would take place September 7, 2010. The meeting will begin at 6:30 p.m. with a public comment forum conducted from 6-6:30 p.m.
The Board meeting schedule for the 2010-2011 school year was provided during the meeting. The meeting dates will be:

2010 – September 7, October 5, November 3 (a Wednesday because the Board meeting room is used by the county for elections) and December 7;

2011 – January 4, February 1, March 1, April 5, May 3 and June 7.

 

CLOSED SESSION

David Carr made the motion to convene in closed session to consult with the Board attorney regarding matters that are confidential and subject to the attorney client privilege and to consider personnel matters.

RETURN TO OPEN SESSION
June Fulcher made the motion to return to open session.
Adele Collins provided the second and all members voted aye.

No action was taken in open session.
