SEPTEMBER 1, 2009

The Carteret County Board of Education met September 1, 2009, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC.

Attending the meeting: Chairman Cathy Neagle, Vice Chairman Al Hill and Board members Adele Collins, David Carr, June Fulcher and Shelley Sylivant. Board member Bill Blair was absent.

Others attending included Superintendent Dr. Dan Novey, Assistant Superintendents Dr. Ralph Lewis and Jeanne Huntley, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media.
The Board conducted a public comment forum from 6-6:30 p.m. No one spoke during this time.

 

WELCOME                     

Chair Cathy Neagle welcomed those in attendance. Al Hill gave the invocation and led the Pledge to the United States flag.

 

CONSIDER APPROVAL OF MEETING AGENDA

June Fulcher made the motion to approve the agenda.
Shelley Sylivant provided the second and all members voted aye.

 

CONSIDER APPROVAL OF CONSENT AGENDA
Chair Cathy Neagle reviewed the items on the Consent Agenda.

The Consent Agenda items were:
A. Board of Education Meeting Minutes of the August 4, 2009 Board meeting;

B. Student Transfers;

C. Fund Raisers;

D. Parent Advisory Council Recommendations;

E. Personnel Matters;

F. Field Trips:

            1 – Croatan High, FFA National Convention, Sept. 20-24, 2009;

GOVERNED AND SUPPORTED BY 21st CENTURY SYSTEMS

CONSIDER BUDGET RESOLUTION FOR 2009-2010
Superintendent Dr. Dan Novey said the Board and administrative team’s proactive early approach to the budget process prevented drastic last minute changes that would have impacted students and staff in the first weeks of the school year.

Chairman Cathy Neagle noted the school system’s budget was complex because the school system receives funds from three sources – local, state and federal.
Finance Officer J. Ipock summarized the budget process and shared information about the federal stimulus money and stabilization money.

Mr. Ipock reviewed the Budget Resolution for the school system’s 2009-2010 school year. He noted the local current expense fund appropriation was $20,780,566 which is $1,007,806 less than the previous year. The state appropriation of $41,490,000 is $6,907,000 less than the previous year. The federal appropriation of $8,456,000 is $4,131,000 more than the previous year. Mr. Ipock said the capital outlay fund appropriation was $1,440,660 which is $1,360,240 less than last year and the child nutrition appropriation of $4,000,000 which is $320,000 less than the previous year.

Mr. Ipock said the school system’s total budget for 2009-2010 is $76,167,226, which is $5,464,046 less than previous years. 

Mr. Ipock reviewed the 2009-2010 proposed local operating budget expenditures. As part of this, he reviewed the number of positions and the funding amounts for the 2008-2009 budget resolution, the 2009-2010 requested budget, the 2009-2010 proposed budget resolution and the changes from the requested budget.

Mr. Carr asked if the school system was preparing to cover the services funded by stimulus money and stabilization money this year and next year.

Mr. Ipock said year 2011-2012 could provide difficult times and losses of positions if money is not available to fund the areas stimulus and stabilization money are covering this year. He said the state’s hope was that the economy would turn around after two years and the state could pay for the services funded by the stimulus money and the stabilization money.

Mr. Carr expressed concern that many of the services would be thrust back on the county by the state. He noted the Board of Education begins working on the budget in January and it may need to be more creative to find ways to fund services to students.

Mr. Ipock said it looked like the system was down about 40 positions from last year. That number includes about 12 teachers and 12 teacher assistants, with the remaining being other staff members.
Mr. Hill noted if it was not for the stimulus money and stabilization funds the system would be down a total of about 92 positions from last year.

Dr. Novey said the student enrollment as of August 31, 2009, was 8,277 and the projection had been for 8,256 students.

Mr. Ipock said this increase would not bring any increase in funding.

Adele Collins made the motion to approve the 2009-2010 Budget Resolution as presented.

2009-2010 STATE SCHOOL ADJUSTMENT (REVERSION)
Mr. Ipock said as part of the state budget each school system is required to do an adjustment (reversion) to its state budget. He shared this information with the Board for information only. This was done by the legislature instead of cutting specific line items. Mr. Ipock said the legislature was willing to let each school system make its own decision as to which areas to cut. Carteret County’s reversion is based on the areas staff had anticipated would be cut when the reduction plan was put into place to handle the cuts. Carteret County’s adjustment totals $1,266,286. To meet this adjustment, the school system will do the following:

Revert 12 teaching positions - $652.500 – these positions were cut in the system’s reduction plan;

Revert 10 vocational education teacher month’s of employment (1 position) - $56,810 – this position was cut in the system’s reduction plan;

Revert teacher assistant dollars (approximately 20 positions) - $556,976 – these positions were either transferred to unused set aside funds in Title 1 (10 positions) or picked up in the local operating budget (7 positions) or cut (3 positions).


CONSIDER BUDGET REVISIONS #1, #2 and #3

Finance Officer J. Ipock asked Board members to consider three budget revisions.

Budget Revision 1 – This revision amends the local current fund for a grant received in partnership with Onslow County Schools for training teachers in the areas of math and science. Carteret County Public School System’s portion of the grant amounts to $149,221.

Adele Collins made the motion to approve Budget Revision 1.

June Fulcher provided the second and all voted aye.

Mrs. Collins attended the presentation on this project in Craven County and said it was a wonderful program.

Budget Revision 2 – This revision amends the local current fund for the 2009-2010 WIA (former JTPA) grant in the amount of $93,193. This grant is for work place experience for students and pays their salary while they are working as well as for a job coach/placement counselor.

Al Hill made the motion to approve Budget Revision 2.

Shelley Sylivant provided the second and all members voted aye.

Budget Revision 3 – This revision amends the local current fund for the 2009-2010 More At Four grant in the amount of $1,050,000. This grant is for 210 students (at $5,000 per student) and covers a portion of the cost for the school system’s pre-kindergarten program (Title 1 covers the balance) at our school sites and pays for private for-profit partners for the students they serve.

June Fulcher made the motion to approve Budget Revision 3 as presented.

Al Hill provided the second. The motion passed with five members voted aye and Mr. Carr recused himself.

 

LEADERSHIP WILL GUIDE INNOVATION IN SCHOOLS

RECEIVE MAINTENANCE UPDATE
Superintendent Dr. Dan Novey reviewed the maintenance projects and work. He noted that maintenance staff efforts had made the opening of school go smoothly. Dr. Novey said a rewarding accomplishment by maintenance staff was the work completed at Atlantic Elementary School to accommodate a child with special needs and provide that child access to the building and the playground.


RECEIVE BOND UPDATE
Superintendent Dr. Dan Novey noted the bond projects were moving forward. He highlighted three specific projects.

Dr. Novey said the work on the Croatan High School auditorium is on schedule for completion in early 2010 and was under budget.

East Carteret High School’s roof work would be completed by the end of October.

West Carteret High School’s HVAC work is progressing. Dr. Novey noted the work continues with students in the building. He complimented the West Carteret High School staff for focusing on education amid the work.


COMMENTS FROM SUPERINTENDENT

Superintendent Dr. Dan Novey shared a report with the Board.

He noted the opening of the school year went smoothly and there was much excitement. Dr. Novey complimented all school employees for working to make sure the buildings and services were ready for students.

Dr. Novey said a Parent/Student Handbook was compiled over the summer and sent home with each student. This handbook includes documents, sheets and policies that were usually handed out as individual items throughout the school year.

He said the SAT scores for the county’s Class of 2009 showed an 8 point increase over the previous year. The county’s SAT scores have been above state average since 2002 and above national average since 2006.
Dr. Novey commended the school system’s Director of Technical Support Harry Smith for earning Open Software certification.

Dr. Novey shared proactive steps the school system was taking in light of H1N1 flu. Handouts have been sent home and the school system is working closely with the Carteret County Health Department.


COMMENTS FROM BOARD MEMBERS

Chair Cathy Neagle invited Board members to make comments.
Al Hill – Mr. Hill said the opening meeting for school system members was inspiring. He said students showed up at school not knowing about budget cuts but expecting an education and that was the school system’s job. Mr. Hill said at the opening meeting Dr. Novey complimented teachers on their passion to teach, and Dr. Novey reminded staff that students want ponies not phonies.
Adele Collins – Mrs. Collins said community members were pleased with the progress of Croatan High School’s auditorium and excited that the school’s 2010 graduation would take place in the auditorium. Mrs. Collins also noted community members were excited about the paved parking area at White Oak Elementary School. She urged motorists to slow down around buses, bus stops and schools.

June Fulcher – Mrs. Fulcher agreed it was a smooth opening. Mrs. Fulcher said Psalms 127 states children are a blessing and she agreed. She reminded parents it was the school system’s responsibility to provide the best education and care for students.

Shelley Sylivant – Mrs. Sylivant commended the administrative team for the preparation of the budget. She noted the countless hours spent on the budget by Assistant Superintendent Jeanne Huntley when she was Interim Superintendent and by Finance Officer J. Ipock.

David Carr – Mr. Carr agreed with all the comments made by his fellow Board members.

Cathy Neagle – Ms. Neagle thanked the Board members for their time and commitment.

 

REMINDERS
Chair Cathy Neagle noted the next regularly scheduled Board of Education meeting would take place Tuesday, October 6, 2009, at 6:30 p.m. The Board will meet with Advisory Council Chairmen from 5-6 p.m. and then conduct a public comment forum 6-6:30 p.m. that evening.


CLOSED SESSION
Al Hill made the motion to enter into closed session to consider matters subject to the attorney client privilege and consider matters considered confidential under the open meetings law.
