Carteret
County Public School System JUNE 2, 2009 The Carteret County Board of Education met June 2, 2009, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle, Vice Chairman Al Hill and Board members Bill Blair, David Carr, Adele Collins and Shelley Sylivant. June Fulcher was absent during the regular meeting and attended the closed session via the telephone.
Others attending included Superintendent Dr. Dan Novey, Assistant
Superintendents Jeanne Huntley and Dr. Ralph Lewis, Board Attorney
Neil Whitford, Communications Director Tabbie Nance, principals,
parents, community members, employees and members of the media. WELCOMEChair Cathy Neagle welcomed those in attendance. Shelley Sylivant gave the invocation and led the Pledge to the United States flag. CONSIDER APPROVAL OF MEETING AGENDA
Al Hill made the motion
to remove Item III. B. 2. East Carteret High School Volleyball Camp
from the Consent Agenda because the trip was cancelled.
CONSIDER APPROVAL OF CONSENT AGENDA Mr. Maready said the cost of the work is higher than the original bond budget but the amount is below what was projected in the quarterly reports he generates. Based on that figure, the project cost was $86,015 less than projected. Mr. Maready said this amount does not put the school system behind in the projected amounts of the overall bond projects. After hearing this information, Board members reviewed the other Consent Agenda items. The
Consent Agenda items were: B. Field Trips: 1 – Croatan High School Wrestling Camp, July 8-11, 2009;
2 – East Carteret High School Volleyball Camp, July
28-31, 2009; 1 – East Carteret High Window Replacement; 2 – Morehead City Primary Replacement of Eave and Rake, Trims and Flashings 3 – East Carteret High Wings E & F Roof Replacement; 4 – Bogue Sound Elementary School NITREX Sewer System. Al Hill made the motion to approve the Consent Agenda as amended. Adele Collins provided the second and all members voted aye.
GLOBALLY COMPETITIVE STUDENTS CONSIDER APPROVAL OF LISA KITTRELL TO SUBMIT TITLE I GRANT APPLICATION Board members heard information regarding the Title I Grant application from Lisa Kittrell, Director of Elementary Education and Title I. Mrs. Kittrell handles the Title I funds. Adele Collins made the motion to authorize Lisa Kittrell to submit the Title I Grant application on behalf of the school system. Al Hill provided the second and all members voted aye.
GOVERNED AND SUPPORTED BY 21st CENTURY SYSTEMS Superintendent Dr. Dan Novey requested the Board of Education approve withholding one half of one percent for the fiscal year 2008-2009 from all employees. Dr. Novey noted that Governor Beverly Perdue mandated that one half of one percent be withheld from all state employees and approval of this request would allow the school system to comply with the mandate. Bill Blair made the motion approve withholding one half of one percent for the fiscal year 2008-2009 from all employees. Mr. Blair stated he made the motion with regret. Al Hill provided the second and all members voted aye.
CONSIDER APPROVAL TO REVERT WITHHELD FUNDS FROM LOCALLY PAID EMPLOYEES BACK TO COUNTY Superintendent Dr. Dan Novey requested the withheld funds approved in the prior motion from locally paid employees be reverted to the Carteret County government. Dr. Novey said by the Board approving this request, it would allow the school system to return these funds to the county. Adele Collins made the motion to revert the withheld funds from locally paid employees to the county. Al Hill provided the second and all members voted aye.
CONSIDER RESOLUTION TO APPROVE FURLOUGHS AND REDUCTION OF POSITIONS DUE TO ESTIMATED $2.8 MILLION STATE BUDGET REDUCTION FOR 2009-2010 Superintendent Dr. Dan Novey requested Board members consider adopting a resolution approving furloughs and reductions in positions because of the estimated state budget cuts. The resolution was titled Carteret County Board of Education – Resolution Implementing Temporary Austerity Measures. Shelley Sylivant stated it was difficult to approve these budget issues, and she expressed appreciation to school system administrators for working through these difficult decisions. Al Hill expressed his concern about the budget situation and his appreciation to school staff because the budget reductions and furloughs impacted all employees. He noted dealing with budget reductions and reversions were very difficult. Mr. Hill thanked employees for accepting these changes and working to keep the impacts as far away from the classroom as possible.
David Carr said it was frustrating to have to send money back to the
state after it was promised to the school system and planned for in
the education of children. Shelley Sylivant provided the second and all members voted aye, stating it was with regret.
CONSIDER APPROVAL OF ADDITIONAL $229,618 STATE REVERSION Superintendent Dr. Dan Novey requested the Board of Education approve a reversion of $229,618 to the state. This is a mandated reversion. Board members discussed the cost of testing. Mr. Carr suggested citizens should let the state government know where they think waste is in the education system. He noted the school system is being forced to cut instructional support, vocational services, disadvantage student supplemental funding, staff development and at-risk student services, while having to spend money and personnel time on testing. Adele Collins made the motion to approve the reversion with regret.
Bill Blair provided the second and all members voted aye. Shelley Sylivant noted these reversions were being required of all school systems in the state.
LEADERSHIP WILL GUIDE INNOVATION IN SCHOOLS COMMENTS FROM SUPERINTENDENT Superintendent Dr. Dan Novey updated the Board on the bomb threat at Morehead City Middle School. He noted end of grade and end of courses tests and exams had been given and were still being given in schools. The Child Nutrition department served 8,904 hot breakfasts to students before testing. Dr. Novey noted that Friday would be the last day of school for the year. He added this was an exciting time and everyone was looking forward to graduation.
BOND UPDATE –
Chair Cathy Neagle invited Board members to make comments. Adele Collins – Mrs. Collins said this was an exciting time of the year with coming graduation ceremonies. She noted the budget reductions were difficult to make, and said the Board members asked that their monthly stipends be reduced as well. Bill Blair – Mr. Blair noted the necessity of the budget reductions and furloughs and expressed appreciation to the principals, administrators and others in explaining to staff the reasons for these changes. Shelley Sylivant – Mrs. Sylivant thanked the central office staff in working to make tough decisions. She noted how professionally teachers and staff members have responded to these difficult reductions and furloughs. David Carr – Mr. Carr said his daughter will graduate from high school Friday after completing 12 years in the Carteret County Public School System. He said he was very proud of this daughter and very proud of what this school system has done for his daughter and his family. Cathy Neagle – Ms. Neagle thanked the school system team for working hard during a difficult year. She noted the system missed former Superintendent Brad Sneeden who died suddenly in October. She thanked Jeanne Huntley for her willingness to step in to continue to guide the system, and she thanked Dr. Novey for accepting the position of superintendent.

Al Hill made the motion to convene in closed session to consider matters subject to attorney client privilege and personnel matters. Bill Blair provided the second and all members voted aye. June Fulcher joined the Board meeting electronically via the telephone during closed session.
