Carteret County Public School System
COMMUNICATOR


SEPTEMBER 2, 2008

The Carteret County Board of Education met September 2, 2008, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC.

Attending the meeting: Chair Cathy Neagle, Vice Chairman Al Hill and Board members Bill Blair, David Carr, Adele Collins, June Fulcher and Shelley Sylivant.

Others attending included Superintendent Brad Sneeden, Assistant Superintendents Jeanne Huntley and Dr. Ralph Lewis, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media.
This Carteret County Board of Education meeting can be viewed on Time Warner’s Carolina 10 Sunday, September 7, at 12 noon.
Board members conducted a public comment forum from 6-6:30 p.m. prior to the meeting and no one spoke during that time.

 

WELCOME                     

Chairman Cathy Neagle welcomed those in attendance. June Fulcher gave the invocation and led the Pledge to the United States flag.

 

CONSIDER APPROVAL OF MEETING AGENDA

Superintendent Brad Sneeden requested the Board remove III.F. Field Trip Request by Croatan High School Band from the Consent Agenda. The trip is to a competition in Maryland with side trips to Washington, DC, and New York. Mr. Sneeden was asked by Board members to gather additional information about the trip. When that is received, Mr. Sneeden will contact Board members.

David Carr made the motion to approve the agenda as amended.

Al Hill provided the second and all members voted aye.

 

CONSIDER APPROVAL OF CONSENT AGENDA
Chairman Cathy Neagle reviewed the items on the Consent Agenda.

The Consent Agenda items were:
A. Approval of Minutes of the August 5, 2008, Board meeting, and August 18, 2008, Special Meeting;

B. Personnel Matters (personnel matters are listed at end of this document);

C. Student Transfers for 2008-2009 School Year;

D. Advisory Council Recommendations;

E. Fund Raiser Requests; and
F. Field Trips.

Al Hill made the motion to accept the Consent Agenda as amended.

David Carr provided the second and the motion passed with all members voting aye.

 

EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
FISCAL DEPARTMENT -
Finance Officer J. Ipock shared a number of items with Board members.

CONSIDER BUDGET REVISIONS
Budget Revision 1 – This revision budgets for the 2008-2009 More at Four grant received from the state for costs associated with the pre-kindergarten programs in schools and in contracted private provider locations. This grant totals $675,000 at this time and will serve 135 students. An expansion of 78 students with other private providers is planned for September.

Bill Blair made the motion to approve Budget Revision 1 as presented.

Adele Collins provided the second and all members voted aye.

Budget Revision 2 – This revision budgets for the 2008-2009 WIA (Workforce Investment Act) grant received from the East Carolina Workforce Development Board in New Bern. This grant provides work experience for students from low-income families along with mentoring and job-searching skills. It also provides salaries for students’ work experience during the summer months. This grant totals $92,504.

Al Hill made the motion to approve Budget Revision 2 as presented.

June Fulcher provided the second and all members voted aye.
Budget Revision 3 – This revision budgets for the unspent portion of the Ready Schools Grant received in the spring. This grant is for staff development and classroom supplies in the reading area. Because this grant spans two fiscal years the school system must re-budget for the unspent portion, $6,542, in the 2008-2009 fiscal year.

Bill Blair made the motion to approve Budget Revision 3 as presented.

Al Hill provided the second and all members voted aye.

Budget Revision 4 – This revision budgets for the unspent portion of the State Dropout Grant received in the spring. This grant is for the Twilight Summer Academy held at East Carteret High School. Because this grant spans two years the school system must re-budget for the unspent portion, $100,616, in the 2008-2009 fiscal year. Most of the expenditures occurred in July and August with some continuing leadership programs taking place in the fall.
Superintendent Brad Sneeden said the Board of Education would reapply for this grant in the coming year. He noted the program was based at East Carteret High School but the summer portion of the program served students from all three high schools.

Adele Collins made the motion to approve Budget Revision 4 as presented.

Shelley Sylivant provided the second and all members voted aye.

Budget Revision 5 – This revision appropriates fund balance from 2007-2008 for outstanding purchase orders at June 30, 2008. These purchase orders were for projects started but not completed at the end of the fiscal year. These total $93,061.58. The school system used fund balance because the funding for these projects was received during the 2007-2008 fiscal year.

Al Hill made the motion to approve Budget Revision 5 as presented.

June Fulcher provided the second and all members voted aye.

Adele Collins asked what the school system’s fund balance was at this time.

Mr. Ipock said the estimated undesignated fund balance as of June 30, 2008, would  around $100,000.
After the discussion, all members voted aye for Budget Resolution 5.

 

CONSIDER APPROVAL OF QZAB RESOLUTION

Board members reviewed a resolution that states the Carteret County Board of Education and the County of Carteret are partners in the Qualified Zone Academy Bond (QZAB) program. The documents states it is a “Resolution approving forms of documents to be entered into in connection with Carteret County’s installment financing of the renovation and refurbishment of certain school facilities …”.

Superintendent Brad Sneeden noted the State Department approved the school system’s application for a QZAB and allocated $1,781,354 from the State of North Carolina’s 2007 QZAB authority for work at Newport Elementary School.

Mr. Sneeden said the general obligation bond funds already spent to make improvements at Newport Elementary School can now be replaced with QZAB funds and those funds will be freed for other projects.

Chairman Cathy Neagle noted the QZAB is an interest free bond.

Shelley Sylivant made the motion to approve the Resolution regarding QZAB as presented.

EFFECTIVE COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS
COMMENTS FROM SUPERINTENDENT BRAD SNEEDEN

MAINTENANCE REPORT -
Mr. Sneeden reviewed several maintenance items. He noted the maintenance staff worked hard to get projects completed over the summer, and that helped with the smooth opening of the school year. Mr. Sneeden reported that as bond projects are completed, the projects are being handed over to the school system’s maintenance department.

Maintenance staff has written most of the contracts for the Planned Repairs & Replacement and Safety, Accessibility and Security projects. This work is being implemented at this time and is being scheduled around the school day to prevent interruptions.

BOND UPDATE -
Mr. Sneeden gave the Board members an update on several bond construction projects.

The new classroom buildings at Newport Elementary School and White Oak Elementary School were ready for the opening day of school. The expanded media center and dining room at White Oak Elementary School are also complete.

Work on the new classroom building at East Carteret High School continues and a completion date in late October is expected.

The design of the auditorium at Croatan High School is in the final stage. The pre-bid conference is scheduled September 11, 2008, and bids will be received September 30, 2008.

The majority of the HVAC work is completed although some work continues at several schools.

Mr. Carr asked about the possibility of enclosing the walkway between the new classroom building and the existing building at East Carteret High School.

Mr. Sneeden said that was in the plan. The enclosure would be a nice fence, not a chain link fence, on each side of the walkway. This would provide security. A gate in the fence would contain a panic bar for emergency exit reasons.

 

MERIT PAY PROPOSAL

Mr. Sneeden reported the school system’s 2008-2009 budget approved by the Carteret County Commissioners contained a line item for Merit Pay Bonuses in the amount of $175,000. Mr. Sneeden expressed his appreciation to the Commissioners for supporting this way of rewarding outstanding performance by employees.

He noted the Merit Pay Bonus of 1 percent would be available to certified employees such as teachers, media specialists, school counselors and other instructional employees. It would not be available to principals, assistant principals, classified employees or administrators.

Mr. Sneeden verbally shared with Board members the four qualifications he suggested an employee meet in order to qualify for the Merit Pay Bonus.
Mr. Sneeden outlined his plan and the four areas:

1 – The individual would have five years experience in Carteret County Public School System as of the end of the 2008-2009 school year;

2 – The individual would have a 97 percent attendance rate for the 180 instructional days of the 2008-2009 school year (not including professional leave or professional development);

3 – The school in which the individual is employed would reach the ABC growth goals as calculated by the school system; and

4 – The individual could not be or have been on performance action plan at any time during the 2008-2009 school year.

The Merit Pay Bonus would be available at the end of the 2008-2009 school year to those that qualify.
Mr. Sneeden asked Board members to provide feedback over the coming week and he would then finalize the qualifications.

 

COMMENTS FROM BOARD MEMBERS

Al Hill – Mr. Hill said he is excited about the new school year.

Adele Collins – Mrs. Collins said she was anxious to hear the outcome of the bid for the Croatan High School auditorium.

June Fulcher – Mrs. Fulcher said she is proud of the bond projects completed and the ones almost complete. She noted the smooth and quiet school opening. She thanked the staff members for their hard work, and she encouraged parents to support their children and schools.
Bill Blair – Mr. Blair agreed the opening was smooth. He enjoyed the Opening Meeting for school staff members.

Shelley Sylivant – Mrs. Sylivant is excited about the new auditorium.

David Carr – Mr. Carr credited the staff members for the smooth opening. He also thanked Transportation Director John Barbour and his staff for their hard work in coordinating the school buses and the routes. He thanked Dr. Ralph Lewis and his staff for their hard work on updating the Board policies and the discipline policy.

Cathy Neagle – Mrs. Neagle thanked the Board for their time and their continued work on behalf of the students and staff in the county.

 

REMINDERS
Chair Cathy Neagle noted the next regularly scheduled Board of Education meeting would take place October 7, 2008, at 6:30 p.m. The Board will conduct a public comment forum from 6-6:30 p.m. that evening. Board members will meet with School Advisory Council chairmen from 5-6 p.m. that evening.

 

CLOSED SESSION
Al Hill made the motion to convene in closed session for the purpose of discussing personnel performance.
