CONSIDER APPROVAL OF MEETING AGENDA Al Hill made the motion to amend the agenda to add Resolution of Policy Cross-Referencing prior to VIII. A. David Carr provided the second and all members voted aye.

motion to approve the agenda as amended. RECOGNITION OF PEOPLE’S CHOICE ART AWARDS
Assistant Superintendent
Jeanne Huntley announced the winners of the People’s Choice Art
Awards contest. Kindergarten – Sara Nelson, Snowman, Bogue Sound Elementary School; Grades 1-2 – Tami Mutch, Snowman, Bogue Sound Elementary School; Grades 3-4 – Jacqueline Robinson, Zebra, Bogue Sound Elementary School; Grades 5-6 – Michael Lesher, Pelican, Newport Elementary School; Grades 7-8 – Jessica Kelley, Wolf, Newport Middle School; Grades 9-10 – April McLaurin, Sisters, West Carteret High School; and Grades 11-12 – Jaysa Edwards, Outside the Box, Croatan High School.
Time
Warner Studio Manager Bryan Sibley explained the Star Teacher
program. Each year a top senior at each high school is asked to
select and recognize the teacher who has had the greatest impact on
his or her education. Time Warner then presents the Star Teacher
with a gift and the student with a gift. Croatan High School – Student Courtney Grafton and Teacher David Perry;

Carteret High School – Student John Haught and Teacher Barbara

RECOGNITION OF TEACHING FELLOWS SCHOLARSHIP RECIPIENTS Assistant Superintendent Dr. Ralph Lewis recognized the six Carteret County Public School System seniors selected as 2008 recipients of North Carolina Teaching Fellows scholarships. The Teaching Fellows Program provides a $6,500-per-year scholarship for four years to 400 outstanding North Carolina high school seniors. Students recognized were: David Brinn Roach of Croatan High School; Peter Thomas Carraway, Katlin Amanda Curtis, Nicki Danielle Daniels and James Matthew Joyner of East Carteret High School; and Reba Anna Schmidt of West Carteret High School.

Commission, the program was created in the General Assembly in 1986.
It has become one of the top teacher recruiting programs in the
country. The program identifies academically talented students
interested in teaching and provides loans for college. The students
“repay” the loans by teaching at least four years in a North
Carolina public school. Each year thousands of North Carolina high
school seniors compete for the 400 scholarships. RECOGNITION OF MOREHEAD-CAIN SCHOLARSHIP RECIPIENT Croatan High School Senior Courtney Grafton was recognized for receiving the Morehead-Cain Scholarship. Croatan High School Principal Mat Bottoms explained the award and made the presentation to Miss Grafton. Miss Grafton declined the Morehead-Cain Scholarship in order to attend Yale University on a full scholarship.

5 – SFL&a Additional Fees Adele Collins expressed concern about charging fees for mandatory classes, specifically the Pre-Vocational Lab Fees in middle school. She asked Superintendent Brad Sneeden to review the fees for mandatory classes before the school fees were approved. Dr. Rick Luettich noted other mandatory fees were listed such as agendas, lockers fees and class dues. David Carr made the motion to remove School Fees from consent agenda and place it on the July meeting agenda. June Fulcher provided the second and all members voted aye. Chair Cathy Neagle said there was a question about item H.5. SFL&a Additional Fees. It was noted this reflected a change in the architectural fees for construction work at Bogue Sound Elementary, East Carteret High, Newport Elementary and White Oak Elementary. The original contract was signed based on estimates and the work is done based on bids and the architects must be compensated accordingly.

HIGH STUDENT PERFORMANCE AND ACHIEVEMENT
CONSIDER RESOLUTION ON POLICY CROSS-REFERENCING Dr.
Rick Luettich made the motion to approve the Resolution on Policy
Cross-Referencing as presented. Assistant Superintendent Dr. Ralph Lewis presented Board members with the second reading of School Board Policies in the 1000 series. He noted the information remains unchanged since the first reading at the Board’s May meeting with the exception of corrections involving punctuation and spelling. The 1000 Series includes foundation policies, basic governing principals, parent involvement, nondiscrimination, safe school environment, and compliant/grievance procedures. At the first reading Dr. Lewis noted that approval of the 1000 Series was the first step in the school system’s major overhaul of its existing policies. The school system contracted with the North Carolina School Boards Association (NCSBA) to work with school administrators on this process. Dr. Lewis said the policies received from NCSBA are reviewed by school administrators and by the school system’s Policy Committee where they can be modified to fit local needs. If the Policy Committee makes modifications, NCSBA reviews those policy revisions and returns those to the school system. The Committee is made up of three Board members, four principals, and Assistant Superintendents Jeanne Huntley and Dr. Ralph Lewis. Dr. Rick Luettich made the motion to accept the 1000 Series Policies as presented. Al Hill provided the second and all members voted aye.
CONSIDER APPROVAL OF CAREER AND TECHNICAL EDUCATION LOCAL PLAN
Board members voted to approve the Career and Technical Education
Local Plan as presented by Career and Technical Education Director
Beth Heal. According to Mrs. Heal, the Career/Technical Education
program is funded through the Carl D. Perkins Grant, which was
renewed by Congress and revised during the last year. This grant
funds 40.5 staff positions, equipment, supplies and staff
development for the county’s Career and Technical Education
programs. Adele Collins provided the second and all members voted aye.
EFFICIENT, EFFECTIVE AND
ACCOUNTABLE OPERATIONS
Assistant Superintendent Dr. Ralph Lewis said the conversion from
SIMS to NCWISE was made in March. NCWISE is a student data
management school systems are to begin using. Dr. Lewis said NCWISE
training had taken place across the county and was a difficult
process.
FISCAL DEPARTMENT
Finance Officer J. Ipock presented items for Board
consideration. Dr. Rick Luettich made the motion to approve Budget Revision 20 as presented. June Fulcher provided the second and all members voted aye.
Budget Revisions 21, 22, 23 – These revisions amend the school system’s operating budget for local, federal and state expenditures. At the beginning of this fiscal year, North Carolina implemented a new chart of account numbers for all school systems. In the planning, conversion process and budget estimates, including the school system’s 2007-2008 budget resolution, Mr. Ipock estimated how the old account structure would convert to the new account structure and project what budgets would be based on that information. Implementation last July went well. As the school system progressed into the school year, refinements were done on the local and state levels. These refinements did not always fit into the conversions done last summer and some changes need to be made to the original estimates. Also, changes in federal and state funding occurred all during the school year as in past years. These revisions are needed to correct the school system budgets for the chart of account changes and changes in federal and state funding levels. There were no changes in local funding levels. Dr. Rick Luettich noted Budget Revision 21 was the local budget and involved transferring funds between codes. He encouraged Mr. Ipock to report the information to the County Commissioners as a courtesy.

approve Budget Revisions 21, 22 and 23 as presented.
CONSIDER 2008-2009 INTERIM BUDGET RESOLUTION Finance Officer J. Ipock requested Board members adopt an interim budget in accordance with General Statute 155C-434 until final information is obtained and a budget resolution can be prepared. He noted that adopting an interim budget will allow the school system to continue operating until a budget resolution can be prepared. Dr. Rick Luettich made the motion to adopt an interim budget in accordance with General Statute 155C-434 that is a continuing resolution of the current operating budget to be in place until the final budget resolution can be prepared and passed. Al Hill provided the second and all members voted aye.

BOND UPDATE - Mr. Sneeden noted August 2008 would be an exciting month with the completion of several new construction projects.
COMMENTS FROM BOARD MEMBERS Board Chair Cathy Neagle invited Board members to make comments. Al Hill – Mr. Hill congratulated all the seniors graduating this week. He said the Newport Elementary School classroom addition was progressing. Mr. Hill commended Dr. Rick Luettich for his service and the numerous hours he committed to the students and staff of the school system. Adele Collins – Mrs. Collins thanked Dr. Rick Luettich for his hard work to improve the school system. June Fulcher – Mrs. Fulcher said she would miss Dr. Rick Luettich for his determination to improve the school system. She noted he reviewed the budget and all documents carefully and thoroughly. Bill Blair was absent and had called June Fulcher prior to the meeting. Mrs. Fulcher said Mr. Blair asked her to thank Dr. Luettich for his service to the Board and his dedication to the school system. Mr. Blair also asked Mrs. Fulcher to congratulate East Carteret High School’s girls’ softball team for making it to the state finals. Dr. Rick Luettich – Dr. Luettich said the six and a half years on the Board of Education had been a continuous learning process. Dr. Luettich thanked many people for their work in the school system and for their support of students and staff. David Carr – Mr. Carr congratulated the seniors on their graduation. He said he would miss Dr. Luettich on the Board. Cathy Neagle – Mrs. Neagle thanked Dr. Rick Luettich for his service.
