SEPTEMBER 4, 2007
The Carteret County Board of Education met September 4, 2007, in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC. Attending the meeting: Chair Cathy Neagle, Vice Chair Al Hill and Board members Bill Blair, David Carr, Adele Collins, June Fulcher and Dr. Rick Luettich. Others attending included Superintendent Brad Sneeden, Assistant Superintendents Dr. Ralph Lewis and Jeanne Huntley, Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media. This Carteret County Board of Education meeting can be viewed on TV 10 Time Warner Cable Sunday, September 9, at 12 noon. Board members met with School Advisory Council members from 5-6 p.m. Board members conducted a public comment forum from 6-6:30 p.m. No one spoke at the public comment period. WELCOMEChairman Cathy Neagle welcomed those in attendance. June Fulcher gave the invocation and led the Pledge to the United States flag. CONSIDER APPROVAL OF MEETING AGENDA June Fulcher made the motion to approve the agenda. Adele Collins provided the second and all members voted aye.

RECOGNIZE CARTERET COUNTY EMPLOYEES OF THE YEAR Classified Employee of the Year – Holly Minchin, a teacher assistant at Beaufort Elementary School; Certified Employee of the Year – Elizabeth Kappel, a school counselor at East Carteret High School; Teacher of the Year – Kathleen McMannen, a second grade teacher at Bogue Sound Elementary School; Assistant Principal of the Year – Wendy Thomas, an assistant principal at East Carteret High School; and Principal of the Year – Vicki Fritz, a principal at Bridges Alternative School.
RECOGNIZE THE 2006-2007 CLEANEST SCHOOLS FOR CARTERET COUNTY The elementary school recognized was Harkers Island Elementary School. Head Custodian Ann Chadwick, Custodian Lena Yeomans and Principal April Lilley attended to represent the school. The middle school recognized was Newport Middle School. Day Porter Shawn Johnson and Supervisor Luther Montford, along with Plain Jane’s Cleaning and Janitorial Service owners Jane Rosen, Keith and Lisa Riggs attended the meeting to receive the award. The high school recognized was Croatan High School, and Day Porter Nelson “Hound Dog” Smallwood, Assistant Principal Beth Lanning and Supervisor Luther Montford attended the meeting to receive the award along with the owners of Plain Jane’s Cleaning and Janitorial Service. Mr. Taylor noted Newport Middle and Croatan High School were served through a contractor custodial service with Plain Jane’s Cleaning and Janitorial Service.
RECOGNIZE CARTERET COUNTY SCHOOLS FINANCE DEPARTMENT For the 15th year, the Carteret County Public School System's Finance Department has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) of the United States and Canada. This certificate is the highest form of recognition in the area of governmental accounting and financial reporting. GFOA is a nonprofit professional association serving 12,625 government finance professionals across the country and in Canada. The attainment of this recognition is a significant accomplishment by the government body and its management. HIGH STUDENT PERFORMANCE AND ACHIEVEMENT
RECEIVE PRESENTATION ON VIRTUAL SCHOOLS Assistant Superintendent Jeanne Huntley said the purpose of the NC Virtual Public School (NCVPS) is to provide courses that augment a student’s local program of study. She said Virtual School courses were offered in the county over the summer as a method of credit recovery and as a way for students to receive additional credit. Ms. Huntley said the Virtual School service is free to the school system from the state. The county school system only has to provide the textbooks. Students have access to school computers to do the work or, if approved, the students can do the work on their home computers. Ms. Huntley said the county is currently offering high school students 18 advanced placement courses, 17 honors classes and 39 general studies courses through NCVPS. Additionally students may also register for additional services such as SAT or ACT test preparation as well as AP exam reviews. Ms. Huntley said currently 23 students from Croatan High and 19 students from West Carteret High are participating in NCVPS. They are enrolled in such courses as AP Physics, AP Biology, AP Art History, French III, Honors Spanish IV, AP Latin Vergil, German I and SAT Prep. Each school has a Distance Learning Advisor, and the principal must approve the classes and the participation. Ms. Huntley said another plus of Virtual Schools is the fact that it could service homebound students by providing qualified online professors. Ms.
Huntley noted there was difficulty in receiving the textbooks this
year, and she said this concern was being worked out. She noted the
majority of the students take the online classes on campus, however
a few do leave and take the course at home as a “fifth period”. David Carr cautioned the Board and staff not to sacrifice classes or the hiring of teachers and go with too many online courses. He would like the online courses to serve as supplemental education. His daughter will be taking a higher level foreign language course through the online program in the spring. Ms. Huntley said she anticipates having a few middle school students participate in the spring with foreign language courses and accelerated courses. She said one example is Chinese language, which the school system would likely have difficulty finding a qualified teacher and enough interest to form a class. Mrs. Fulcher said this was a good direction for the school system and increases the offerings to students. Dr. Luettich asked if there was a way to evaluate the process for the first few semesters. Ms. Huntley said it is almost being monitored daily at this point. Mr. Carr said this might be a way to help drop outs by easing those student back into the school system. He asked if there was any way recent drop outs could be contacted. Ms. Huntley said high school counselors have been conducting exit interviews. Bridges Alternative School Principal Vicki Fritz has explored using the online courses and hopes to offer courses next semester.
RECEIVE MAINTENANCE AND CONSTRUCTION UPDATE Contract Painting – Contract painting at Croatan High is nearing completion and the final work will be done before or after school hours. Painting at Atlantic Elementary and Morehead City Elementary is complete with the exception of punch list items. Technology – Staff is working to address any wiring or outlet concerns that will be needed to operate the new technology equipment. David Carr asked Mr. Walton the status of the roof leak at Newport Middle School. Mr. Walton said it was a small leak and the roofing company would be reinstalling a piece of roof at no expense to the school system.
RECEIVE BOND PROJECTS UPDATE
Beaufort Middle – The HVAC renovation project work was recently
bid. The bids came in under budget. Broad Creek Middle – The HVAC project was recently bid. Croatan High Auditorium – The design of a 700-seat auditorium is progressing and is compliance with the time management plan presented to the Board last month. Mr. Maready said the final decision on the number of seats for the auditorium must be made no later than November 6, 2007. He expects to have some designs ready for review within the next three weeks. East Carteret High – Contracts for phase 2 window replacement have been received and work on the site should begin within 60 days. The roof replacement project will be bid October 2, 2007, and, if the bids are acceptable, work could start immediately. The contractor mobilized August 24 and compaction dirt is being moved and footings could be put into place within the next two weeks. Harkers Island Elementary – The HVAC project is progressing and will continue through August 2008. The workers did meet the goal for summer work. Morehead City Elementary – The HVAC project is complete with the exception of closeout documents and final payment. Contracts are in hand for the window replacement project and work on site should begin within 60 days. Morehead City Middle – Defining the scope of work for the window replacement project is completed and bids have been solicited. A bid date has not been set. Morehead City Primary – The toilet partition replacement is complete and the final invoice is in hand. Newport Elementary – The HVAC renovation project and new construction project are progressing well with completion scheduled for both projects in August 2008. He noted the footings are 90 percent complete and the foundation is in. Mr. Maready said the first floor slab pour could take place within the next two weeks. Smyrna Elementary – Contracts are in hand for the window replacement project and work on site should begin within 60 days. The HVAC project is progressing well and the summer work goal was accomplished. White Oak Elementary – Toilet partition installation is complete and the final invoice is in hand. The HVAC renovation project is in process and will be completed in August 2008. The contractor for the new construction project has mobilized and should begin early work within two weeks. The completed permits should be in hand by September 21, 2007. Transportation – The contractor has been mobilized, a pre-construction meeting has taken place and the pre-engineered building arrived September 4, 2007.
Adele Collins asked why Mr. Maready expected the HVAC to be 15
percent higher. FISCAL DEPARTMENT ITEMS Finance Officer J. Ipock presented the fiscal items for Board consideration. CONSIDER BUDGET REVISIONS
Finance Officer J. Ipock requested Board members consider two budget
revisions.
June Fulcher made the motion to approve Budget Revisions 5 and 6 as
presented. CONSIDER REQUEST TO COUNTY COMMISSIONERS TO CARRYOVER CAPITAL FUNDS Finance Officer J. Ipock presented a request for the Board of Education to request the Carteret County Commissioners carryover (re-appropriate) the unspent 2006-2007 capital funds in the categories and amounts for 2007-2008 as follow: Category II – Equipment/Buildings & Grounds - $69,130.00; Category III – Vehicles - $195,154.00; Category I – Safety & Accessibility - $62,916.50; and Category I – Other Projects - $56,321.78 for a Total of $383,522.28. Dr.
Rick Luettich made the motion to request the County Commissioners
carryover (reappropriate) the unspent 2006-2007 capital funds as
stated. In discussion, Dr. Luettich noted there were three items that did not seem to fall into the Outstanding Purchase Order or the Buildings & Grounds categories. Those were exterior bleacher inspection, asbestos inspection and electrical inspection requirements for outlets. Mr. Ipock said those were projects that were not started last year. He added he verified each of the numbers with the County Finance Officer. Mr. Ipock said only a minimal amount of money was available for carry over that was not part of the request. After discussion, all members voted aye.
EFFECTIVE
COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS Superintendent Brad Sneeden said the opening of the 2007-2008 school year went well. He noted every school employee made that happen by being prepared. Mr. Sneeden expressed his appreciation for the hard work and dedication of all staff members. He said as of September 4, 2007, enrollment was up by 29 over the best month last year.
Board Chair Cathy Neagle invited Board members to make comments. Al Hill – Mr. Hill thanked every employee for the job they do, and he congratulated the employees of the year. Adele Collins – Mrs. Collins said she had no comments. June Fulcher – Mrs. Fulcher was pleased with the smooth opening of the school year. She also enjoyed the opening meeting that was attended by all school system employees. Bill Blair – Mr. Blair said the smooth opening could be attributed to the professional employees in place. Dr. Rick Luettich – Dr. Luettich thanked all the teachers for returning to work. David Carr – Mr. Carr thanked everyone for getting school off and running so smoothly. He said the traffic around schools also seemed to be flowing smoothly. Cathy Neagle – Mrs. Neagle also thanked the staff for their hard work.
REMINDERS CLOSED SESSION
June Fulcher made the motion to enter into closed session for the
purpose of considering confidential matters within the attorney
client privilege.
Adele Collins provided the second and the motion passed 6-0. No action was taken in open session. ADJOURNMENT Dr.
