Carteret County Board of Education met October 2, 2007, in regular
session at 6:30 p.m. in the administrative offices of the school
system, Beaufort, NC. WELCOMEChairman Cathy Neagle welcomed those in attendance. Al Hill gave the invocation and led the Pledge to the United States flag. CONSIDER APPROVAL OF MEETING AGENDA

the motion to approve the agenda. CONSIDER APPROVAL OF CONSENT AGENDA B. Personnel Matters (personnel matters are listed at end of this document); C. Student Transfers; D. Field Trip Requests; E. Parking Lot Renovations for Central Services Prior to approval, Chair Cathy Neagle requested Superintendent Brad Sneeden share information about the parking lot improvements in front of the central services building in Beaufort. Mr. Sneeden said the parking lot used by the central services staff and visitors is owned by Beaufort Composite. He noted the deed said the parking lot must be provided by Beaufort Composite for the Board of Education and those visiting. Mr. Sneeden said the owner would like to use the parking lot for other purposes, so is creating a paved parking lot on the school system’s property at no expense to the school system. Dr. Rick Luettich made motion to approve
Consent Agenda.
CONSIDER NAMING
EAST CARTERT HIGH GYMNASIUM AFTER MR. EDWARD MURRELL Policy FF also states the Board can act upon the request after a period of time has elapsed, which shall be no less than 12 months. The late Mr. Murrell served as custodian at East Carteret High School from 1969 to 1999. He passed away September 2, 2003. Mr. Montford noted that through the years Mr. Murrell served as a custodian and head custodian, but more importantly he served as a mentor and leader for all students. Mr. Montford described Mr. Murrell as a quality man who touched the lives of many, many students who have now become productive citizens. Mr. Murrell was also selected as the Carteret County Public School System Classified Employee of the Year in the early 1990s. Mr. Montford added that Mr. Murrell was invaluable in preparing the gym for games and was always on the sidelines cheering on the Mariners. Mr. Montford stated the plaque planned would state: Edward Murrell – Dedicated October 2007 – A proud custodian, who served the students, staff and administration of East Carteret from 1969 until his retirement in 1999.

gymnasium after the late Edward Murrell. HIGH STUDENT PERFORMANCE AND ACHIEVEMENT CONSIDER CONCEPTUAL AGREEMENT WITH BOYS &
GIRLS CLUB OF COASTAL CAROLINA Dr. Barwick leads the Boys & Girls Club Strategic Planning Committee. He said the current lease agreement with the Board of Education for the Morehead City Boys & Girls Club branch works well for both organizations. Dr. Barwick said another partnership with the school system was in the best interest of the children of Carteret County. Dr. Barwick requested the Board of Education commit to the conceptual plan so the Boys & Girls Club could move forward with fund raising. Dr. Barwick noted that once the Board of Education agreed to the concept, both groups would work together to plan a structure that would meet the needs of both groups. Ms. Smith said the Boys & Girls Club plans to have collaborating partners involved. She also noted the request is for a building, and does not include a skateboard park. Chair Neagle noted the item was on the agenda as information, not as an action item. Mr. Hill said having the Boys & Girls Club on the school site would be helpful in many ways, Bill Blair added that the after-school program at Beaufort Elementary in conjunction with the Boys & Girls Club was working well and having a building on that site would be helpful. Dr. Luettich said he strongly supported the conceptual plan. Ms. Neagle noted if the planning continues she would like the agreement between the Board of Education and the Boys & Girls Club for the Morehead City branch to be used as a model. Dr. Barwick said at some point the Boys & Girls Club would like the Board of Education to take official action so the Club could proceed with planning. RECEIVE UPDATE ON NORTH CAROLINA VIRTUAL
PUBLIC SCHOOLS NCVPS has been in existance since July 2007. Mr. Poletti said NCVPS allows students to solve course access and scheduling problems, and is open 24 hours, seven days a week. Mr. Poletti noted, as with any new program, challenges have arisen. These challenges included course demand, communication follow up, grade monitoring and textbook supplies. Mr. Poletti said currently 5,700 North Carolina public school students are enrolled in NCVPS. Carteret County has 36 of those students taking Advance Placement courses, advanced language courses and courses not offered in the county. Some are taking courses that would not fit into their schedules or because they want to take a fourth or fifth course. NCVPS charges no fees for the courses. The school system is responsible for purchasing textbooks, but Mr. Poletti said the hope is that NCVPS courses will later do away with textbooks. He noted that the instructor is required to call each student at the beginning of each semester and then communicates with the students via email. Mr. Poletti said sign-off sheets were likely needed so students would understand the course requirements. Dr. Rick Luettich and David Carr strongly
supported having sign-off sheets for NCVPS courses because it was
new. Adele Collins asked how advanced placement science lab requirements were being accomplished. Mr. Poletti said the lab requirements were virtual, and they required the students to get materials to do the lab work.
RECEIVE MAINTENANCE AND CONSTRUCTION UPDATE Technology – Staff is working to meet the wiring/electrical needs of all schools as the new technology equipment begins to arrive. Mr. Sneeden said staff is struggling to put the infrastructure together in a timely manner to deploy the welcomed technology equipment. Bridges Alternative – Punch list items at this new facility are being completed. Mr. Sneeden noted the fences are in place and the basketball court is completed. Croatan High – Contract painting at this school is nearing completion. Newport Middle – Staff continues to work with the contractor to address a roof leak. Shelters – Staff is working with the American Red Cross and the Carteret County Department of Social Services to ready facilities in the event of a storm. Evaluation – Mr. Sneeden said evaluations of maintenance services would be conducted in the future as a way to improve effectiveness and efficiency. RECEIVE BOND PROJECTS UPDATE Beaufort Middle – Contracts have been developed for the HVAC renovation project and a preconstruction meeting took place last week. Bogue Sound Elementary – All the bond work on this campus has been completed, with the exception of the sewer project, and came in under budget. The final pay application is in hand for portions of the work but it will be held until the close-out documents from all contractors are received. Broad Creek Middle – Contracts have been developed for the HVAC renovation project and a preconstruction meeting took place last week. Croatan High Auditorium – Members of the design team met with Superintendent Brad Sneeden, Principal Mat Bottoms and Mr. Maready in mid-September. The team reviewed a site orientation that has the main entrance facing north and a possible design concept that accommodates seating for 700. Mr. Maready noted if the auditorium was to be constructed and ready for occupancy by August 2009, the design team must know the exact number of seats no later than November 2007. Preliminary drawings will be presented to the Board at a later time. East Carteret High – The contractor for the window replacement project has taken final measurements prior to fabricating the frames. The replacement work on this phase should begin in mid-October. Site prep for construction of the new classroom building is complete. The storm water permit is in hand and application for the building permit has been made. Footing installation should begin with the next weeks. Bids for the roof replacement project were approved in the Consent Agenda. Harkers Island Elementary – The HVAC renovation work continues to move forward and should be completed during the December break. Morehead City Middle – Bids for the window replacement project will be received October 16, 2007. Bids for the HVAC renovation project have been received and were approved in the Consent Agenda. Morehead City Primary – Bids for the HVAC renovation project have been received and were approved in the Consent Agenda. Newport Elementary – The HVAC renovation project and new construction project continue to move forward. The demolition and replacement of air handling units for the “saw tooth” building is complete. The demolition of systems and equipment in other areas is in progress. Foundation work on the new construction is complete and floor slab work is taking place. Contracts for the roof replacement have been developed and a preconstruction meeting is set for October 16, 2007. Smyrna Elementary – The HVAC renovation project continues to move forward and should be completed in the summer of 2008. The window replacement contractor has taken final measurements prior to frame fabrication and plans to be replacing windows by mid-October. White Oak Elementary – The HVAC renovation project and the new construction project continue. Demolition of piping and boiler room equipment is in progress. New equipment, piping and boiler stacks will be in place and ready for operation before there is a need for heating. Placement of soils for the new classroom addition building pad is complete. Excavation of the detention pond is complete, and placement of footings should be completed soon. The preconstruction meeting has been held and the roofing contractor plans to start demolition in mid-October. Transportation – The pre-engineered building and all components have been received. Existing equipment has been relocated, permits applications have been made, and the contractor is preparing to begin demolition of the existing slab on grade. There is an existing sewer line that must be addressed. Central Services – Investigation and
design by the roof engineer is near completion for the roof
replacement project. Plans call for bidding the project soon. FISCAL DEPARTMENT ITEMS Finance Officer J. Ipock presented the fiscal items for Board consideration. CONSIDER BUDGET REVISIONS Finance Officer J. Ipock requested Board
members consider four budget revisions. Budget Revision 8 – This revision increases Capital Outlay budget for Safety & Accessibility ($963,841) and Planned Repairs ($350,000) because the County Commissioners moved these amounts from a contingency line item to an expenditure line item at their September 2007 meeting. Budget Revision 9 – This revision amends the Capital Outlay fund for amendments to the Bond Project Ordinance requested by the Board of Education at its September 2007 meeting and approved by the County Commissioners in September 2007. These were for a change order at Newport Elementary ($46,349), roof replacement at Newport Elementary ($394,600) plus contingency ($10,000), a negative change order for Harkers Island Elementary roof replacement ($2,300), HVAC upgrade at Beaufort Middle ($1,123,000) plus contingency ($25,229), and HVAC upgrade at Broad Creek Middle ($559,800) plus contingency ($10,000). Budget Revision 10 – This revision carries over the unspent balance of the proceeds from the sale of the C.S. Wallace building in Morehead City, net of the new Bridges Alternative School construction expenditures at June 30, 2007 ($1,000,000 less $750,815) to be used for the completion of the new Bridges Alternative School ($224,185), and emergency roof repairs at Atlantic Elementary ($25,000). EFFECTIVE COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS Superintendent Brad Sneeden said he continues to visit schools throughout the county and has enjoyed those visits. He noted that communication is key and he appreciates the working relationship he has with County Manager John Langdon and the County Commissioners. Mr. Sneeden noted the school system was one of 10 systems in the state to be selected for a LASER Science program. Mr. Sneeden said marine science seems to be a hot button item and he would like to pursue ideas for a program of some sort, perhaps a summer academy or special program. This would focus on marine science, and he requested the Board of Education’s endorsement to develop a business plan of some sort for the program. There was informal consensus by the Board to move forward. COMMENTS FROM BOARD MEMBERS Board Chair Cathy Neagle invited Board members to make comments. Al Hill – Mr. Hill noted that the system was seeing a great deal of construction activity. Adele Collins – Mrs. Collins urged motorists to please slow down for buses. June Fulcher – Mrs. Fulcher was pleased with progress on the new building at East Carteret High School and on all bond projects. Bill Blair – Mr. Blair said he was also pleased with the work on all bond projects. Dr. Rick Luettich – Dr. Luettich urged the media representatives to cover the first construction work at East Carteret High School. David Carr – Mr. Carr noted he was pleased with Superintendent Brad Sneeden’s work. Cathy Neagle – Mrs. Neagle thanked County Manager John Langdon for attending the meeting. Several Board members expressed their sympathy to Judson Walton on the recent death of his father. REMINDERS CLOSED SESSION David Carr made the motion to enter into closed
session for the purpose of considering confidential matters subject
to the attorney client privilege. David Carr provided the second and all members
