Carteret County Public School System
COMMUNICATOR


October 10, 2006 – The Carteret County Board of Education met in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle, Vice Chairman June Fulcher and Board members David Carr, Adele Collins, Al Hill and Dr. Rick Luettich. Board member Bill Blair was absent.
Others attending included Superintendent Dr. David Lenker, Assistant Superintendent Dr. Ralph Lewis, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media.
This Carteret County Board of Education meeting can be viewed on TV 10 Time Warner Cable Sunday, October 15, at 12 noon.

Board members conducted a public comment forum from 6-6:30 p.m. No one spoke during that time.

WELCOME

Chairman Cathy Neagle welcomed those in attendance. June Fulcher gave the invocation and led the Pledge to the United States flag.

 

CONSIDER APPROVAL OF MEETING AGENDA
June Fulcher made the motion to approve
the agenda.
Al Hill provided the second and all members voted to approve the agenda.

CONSIDER RESOLUTION FOR SCHOOL CUSTODIAL, MAINTENANCE AND WAREHOUSEMEN APPRECIATION WEEK
Board members proclaimed October 22-28, 2006, as School Custodial, Maintenance and Warehousemen Week. Plant Operations Director Judson Walton read the proclamation and noted the hard work these individuals perform each day to support the educational process.

RECEIVE REQUEST TO NAME EAST CARTERET HIGH SCHOOL GYM FOR THE LATE EDWARD MURRELL
Board members heard a request to name the East Carteret High School gymnasium after the late Edward Murrell. East Carteret High School Assistant Principal Clinton Montford presented the request on behalf of the school’s custodial staff and athletic department.

The late Mr. Murrell served as custodian at East Carteret High School from 1969 to 1999. He passed away September 2, 2003. Mr. Montford noted that through the years Mr. Murrell served as a custodian and head custodian, but more importantly he served as a mentor and leader for all students. Mr. Montford described Mr. Murrell as a quality man who touched the lives of many, many students who have now become productive citizens. Mr. Murrell was also selected as the Carteret County Public School System Classified Employee of the Year in the early 1990s. Mr. Montford added that Mr. Murrell was invaluable in preparing the gym for games and was always on the sidelines cheering on the Mariners.

Chairman Neagle said the Board accepted the request.
According to Board of Education Policy FF – Naming of School Facilities, “individual buildings, rooms or areas within buildings, or other structures on school campuses may be named in memory or honor of an individual who has rendered extraordinary service …”.

Policy FF also states the Board can act upon the request after a period of time has elapsed, which shall be no less than 12 months.

CONSIDER APPROVAL OF CONSENT AGENDA

Chairman Neagle reviewed the items on the Consent Agenda. These items were: Consider Approval of Minutes of September 12, 2006, Board Meeting; Consider Student Transfer Requests; Fund Raiser Requests; Personnel Matters (personnel matters are listed at end of this document); Approval of 2006-2007 School Advisory Council members; and Field Trip Request.
David Carr made the motion to approve the Consent Agenda.
June Fulcher provided the second. The motion passed with all Board members voting aye.


HIGH STUDENT PERFORMANCE AND ACHIEVEMENT
CONSIDER APPROVAL OF HONORS FORENSIC SCIENCE COURSE
Director of Secondary Education Tamara Ishee and West Carteret High School science teacher Mary Loveless requested the Board approve an Honors Forensic Science course. Ms. Loveless presented the course to the school’s Curriculum Advisory Board. It was reviewed and approved by the science department, the principal and the school improvement team at the school.

Board members approved the Honors Forensic Science course to begin in the fall semester of 2007-2008.

Dr. Rick Luettich made the motion to approve an Honors Forensic Science course.
Adele Collins provided the second and all members voted aye.

EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
MAINTENANCE AND CONSTRUCTION
Director of Plant Operations Judson Walton provided the Board with several updates. The report required no action.
The Safety and Accessibility issues identified by Institutional Resources are being priced by contractors and school staff are beginning some of the projects.

A tracking system for contract work is being developed.
School staff is working to develop a program to address predictive and preventive maintenance. This program would cover all aspects of the facility, inside and outside.

Plans are being developed for the housing of the Bridges Alterative School.
June Fulcher asked about the fire alarm system at Newport Elementary School. Principal Heather Dietzler said the alarm system was in place but was not connected to the mobile units because those units would be moved in order for the new classroom building to be constructed.

David Carr and June Fulcher said operating two-way phone systems were needed in each school and each expressed concern about safety in schools.

Mr. Walton said security cameras and buzz-in systems for each school were requested in the maintenance department’s 2006-2007 capital budget request last year.

Board members asked Mr. Walton to prepare a list of the security items, such as two-way phone systems, buzz-in entrance systems, security cameras, currently in place in each school.

 

BOND PROJECTS

Consider Items for Approval

Contract for White Oak Elementary School Gym Roof Replacement

Bond Projects Manager Keith Maready recommended the Board award a contract for the White Oak Elementary School gym roof replacement to Owens Roofing, Inc., in the amount of $77,909 with no contingency. He noted this was the low bid.

 

Contract for White Oak Elementary School Gym HVAC
Mr. Maready recommended the board award a contract for the White Oak Elementary School gym for installation of an HVAC system to Mech Works in the amount of $137,397 plus a $2,500 contingency for a total of $139,887.

Dr. Rick Luettich made the motion to approve the two contract recommendations as presented regarding the White Oak Elementary School gym.

June Fulcher provided the second and all Board members voted aye.

These two recommendations will now be presented to the Carteret County Board of Commissioners.
Mr. Maready said work would likely start on the White Oak Elementary gym roof by mid-November and be completed within a month. He said the HVAC work would begin in early November.

After the motion and second were made, there was discussion and then the Board voted 6-0 to approve the two contract recommendations for White Oak Elementary gym as presented.

Receive Bond Projects Update
Mr. Maready updated the Board on the following bond projects:

The HVAC system in the fifth grade wing at Newport Elementary is complete.

Bids for the window replacement projects at East Carteret High School, and for doors renovations and toilet partition replacement throughout the school system are being received. Mr. Maready will have these contracts ready within a month.

Roof replacement projects at Beaufort Middle and Broad Creek Middle are in progress. The Beaufort Middle project is scheduled for completion in February 2007 and the Broad Creek Middle project is scheduled for completion in April 2007.

The roofing engineer is continuing the design study for roof replacement at East Carteret High and Harkers Island Elementary. Designs should be complete by the end of the year.

The mechanical engineer work is 99 percent completed with the work on 11 of the 13 major HVAC renovation projects complete. Meetings are being held for final review with engineers and school staff. The designs should be complete on most of the projects by the end of the year, and the bidding process should start in early 2007.

Based on recent reviews:
Bogue Sound Elementary’s new classroom construction will be bid in mid December with construction to start in early February and be completed by August 2007.

East Carteret High’s new classroom building construction will be bid by late February with construction to start in March and be completed by February 2008.

Newport Elementary’s new classroom building will be ready to bid in late April 2007 with construction to start in June and be completed in April 2008.
White Oak Elementary’s new classroom building and renovations will be bid by early April 2007 with construction to start in May and be completed in March 2008.

The design team projects a two-year process for the construction of the Croatan High School auditorium. This is from design beginning to construction completion. The original schedule projects the auditorium to be completed in July 2009. The completion can be advanced to late 2008 if the work is started before the end of 2006.

Mrs. Neagle requested Dr. Lenker to discuss the timeline with Mr. Maready and the Construction Committee.

 

Mr. Maready also reported on the Qualified Zone Academy Bond work taking place at Morehead City Elementary School. He noted the project is moving forward with the HVAC and electrical work. A roof replacement pre-construction meeting took place October 3 and work is scheduled to start by November 1.

CONSIDER FISCAL DEPARTMENT ITEMS

Finance Officer J. Ipock updated the Board on several fiscal department items.

Budget Revisions – He requested the Board approve Budget Revisions 9, 10 and 11.
Revision 9 – This revision adjusts the Capital Outlay budget for changes requested by the Board and approved by the County Commissioners to the Bond Project Ordinance totaling $293,681.

Revision 10 – This revision adjusts the Local operating budget for the WIA grant ($135,718) received through the East Carolina Workforce Development Board for services to our students in the job preparedness area.
Revision 11 – This revision budgets for the sale of the Charles S. Wallace campus at 1108 Bridges Street, Morehead City, to the Town of Morehead City for $1,000,000. These funds are budgeted for a new Bridges Alterative School facility.

Dr. Rick Luettich made the motion to approve Revisions 9, 10 and 11 as presented.

Adele Collins provided the second and all members present voted aye.

 

Request to Amend Bond Projects Ordinance for Completed Project –

Board members were asked to approve a request to transfer the unspent approved amount ($1,500) for the West Carteret High School track and tennis court resurfacing project. That work was completed in August. The request was for the unspent balance to go back into undistributed funds on the county level to be used on other requested projects within the bond approved projects.
Al Hill made the motion to approve a request to transfer the unspent amount ($1,500) for the West Carteret High School track and tennis court resurfacing projects.

EFFECTIVE COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS

REPORT FROM SUPERINTENDENT

Dr. David Lenker commended the hard work of the Morehead City Middle School staff for handling the October 9, 2006, power outage in a positive way.

COMMENTS FROM BOARD MEMBERS

Board Chairman Cathy Neagle invited Board members to make comments.
June Fulcher – Mrs. Fulcher expressed her sympathy to the family of the late Lois Sherrill, a long time employee of the school system. She also emphasized the importance of safety.

Dr. Rick Luettich – Dr. Luettich had no comment.

David Carr – Mr. Carr expressed his sympathy to family of Lois Sherrill and to Glen Howell on the death of his mother.

Adele Collins – Mrs. Collins commended the students, teachers and parents for the high ABC scores.

Al Hill – Mr. Hill said West Carteret High School students demonstrated strong support for Glen Howell on the passing of his mother.

Cathy Neagle – Ms. Neagle thanked the Board for their support and preparation for Board meetings.

REMINDERS
The Board of Education will hold a fall workshop on Tuesday, October 24, 2006. The workshop will begin at 9 a.m. in the central office.

The next regular Board of Education meeting is scheduled for 6:30 p.m., Wednesday, November 8, 2006. Board members will meet with Advisory Council members from 5-6 p.m. and will hold a public comment forum from 6-6:30 p.m.
The November Board of Education meeting was moved from Tuesday, November 14, to Wednesday, November 8. Mrs. Neagle explained that Board members would be attending a state meeting November 14 and the Board of Elections would be using the Board room as a polling place November 7, so the meeting date was moved to Wednesday, November 8.

 

STATUS OF PARKING LOT BESIDE CENTRAL OFFICE

Attorney Neil Whitford said there was a contract to sell the property the central office used of a parking lot. He noted the Board of Education has a perpetual easement, not a long-term lease, on the parking lot. Attorney Whitford said this easement allows the Board of Education to continue to use the parking lot as long as the Board office is in operation at this site.
