COMMUNICATOR

December 12, 2006 – The Carteret County Board of Education met in regular session at 6:30 p.m. in the administrative offices of the school system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle, Vice Chairman June Fulcher and Board members Bill Blair, David Carr, Adele Collins, Al Hill and Dr. Rick Luettich.
Others attending included Superintendent Dr. David Lenker, Assistant Superintendents Dr. Pennylloyd Baldridge and Dr. Ralph Lewis, Board Attorney Neil Whitford, Communications Director Tabbie Nance, principals, parents, community members, employees and members of the media.
This Carteret County Board of Education meeting can be viewed on TV 10 Time Warner Cable Sunday, December 17, at 12 noon.

Board members conducted a public comment forum from 6-6:30 p.m. No one spoke during that time.

WELCOME

Chairman Cathy Neagle welcomed those in attendance. Dr. Rick Luettich gave the invocation and led the Pledge to the United States flag.

 

CONSIDER APPROVAL OF MEETING AGENDA
Al Hill made the motion to amend the agenda to change item X.C. Report By Construction Committee from an Information item to an Action item.

Adele Collins provided the second.

RECOGNIZE SUPERINTENDENT’S CHOICE FALL ART WINNERS
Fours students were honored as the Superintendent’s Choice Fall Art Winners.

Leigh Hawkins, a West Carteret High School student, was named Overall Winner for her art piece titled “Little Sister.”

Asuka Tsurusaki, a West Carteret High School student, won the High School division for a pen and ink drawing.

Todd Collins, a Morehead City Middle School student, received the Middle School division award for his art work.
Katelyn Gooding, a Beaufort Elementary School student, won the Elementary division award for her work titled “Mermaid”.
Director of Media and Technology Joe Poletti explained the program and introduced art teachers Cindy Bunch, Nancy Ustach and Laura Leegins.

RECOGNIZE NOVA AUSTIN, EXCEPTIONAL CHILDRENS’ TEACHER OF EXCELLENCE
Nova Austin, a special education math and science teacher at Broad Creek Middle School, was honored for her selection as Carteret County’s Exceptional Children Teacher of Excellence. Mrs. Austin was honored at the 56th Conference on Exceptional Children, which took place November 6-8 in Greensboro. Principal Cathy Tomon nominated Mrs. Austin for the award.
Director of Exceptional Childrens’ Programs Debbie Sewell presented the nomination.

 

RECOGNIZE MIRIAM SUTTON, OUTSTANDING SCIENCE TEACHER
Miriam Sutton was honored for her selection as the 2006 Outstanding Science Teacher for District 2. The award was presented in November at the North Carolina Science Teachers Association (NCSTA) Conference in Greensboro. Ms. Sutton is an eighth grade science teacher at Newport Middle School. NCSTA District 2 Representative Barbara Stroud nominated Ms. Sutton for the award.

Newport Middle School Principal Bud Lanning presented the nomination.

 

RECOGNIZE BRIGHT IDEAS GRANT WINNERS
Twenty-three Carteret County Public School teachers received Bright Ideas grants from Carteret-Craven Electric Cooperative. The total amount of grants for the school system was $16,681. These grants ranged from $167 to $1,000 each. Carteret-Craven Electric Cooperative Director of Public Relations Bill Ward explained the grant program and introduced the winning teachers.

RECOGNIZE BROAD CREEK MIDDLE SCHOOL, IMPACT MODEL SCHOOL OF THE YEAR
Broad Creek Middle School was named the IMPACT Middle School of the Year by the NC Department of Public Instruction. The award recognizes the best schools in the state for successful media and technology programs. The award was presented November 30, 2006, at the North Carolina Educational Technology Conference. Principal Cathy Tomon, Media Coordinator Robin Simms, and Instructional Technology Facilitator Laura Corraro accepted the award at the conference. Others attending the conference were Technician Chuck Fulton, Technical Support Services Director Harry Smith, Secondary Education Director Tamara Ishee, Media and Technology Director Joe Poletti and Superintendent Dr. David Lenker.

Mr. Poletti explained to the Board the IMPACT award.


CONSIDER APPROVAL OF CONSENT AGENDA
Chairman Neagle reviewed the items on the Consent Agenda. These items were: Consider Approval of Minutes of November 8, 2006, Board Meeting; Consider Student Transfer Requests; Fund Raiser Requests; Personnel Matters (personnel matters are listed at end of this document); Field Trip Requests; Bridges Alternative School Accountability Goals for 2006-2007; East Carteret High School Window Renovation Project A – Designation of Construction Management; Bid for East Carteret High School Window Replacement Project A; East Carteret High School Window Renovation Project B – Designation of Construction Management; Window Replacement Project at Morehead City Elementary – Designation of Construction Management; and Change Order for Broad Creek Middle School Roofing.

June Fulcher made the motion to approve the Consent Agenda.
Bill Blair provided the second. The motion passed with all Board members voting aye.

 

HIGH STUDENT PERFORMANCE AND ACHIEVEMENT
CONSIDER TWO NEW COURSE OFFERINGS FOR HIGH SCHOOL
Assistant Superintendent Dr. Pennylloyd Baldridge requested the Board consider approving two new course offerings for high school. East Carteret High School teacher Julia Hamilton shared information about the courses. The two courses are: 1) Computer Programming I (standard level) and 2) E-Commerce II (honors level).

Dr. Baldridge noted Croatan High School Assistant Principal Beth Lanning and Mrs. Hamilton presented the two course proposals to the Curriculum Advisory Board. The courses had also been reviewed and approved  by the Career & Technical Education (CTE) departments, the principals, and the school improvement teams at Croatan High and East Carteret High.
Dr. Baldridge recommended the Board approve the two courses to be listed on the Spring 2007 pre-registration forms and offered to students beginning in the 2007-2008 school year.

Dr. Rick Luettich made the motion to approve the two courses as recommended.

June Fulcher provided the second and all members voted aye.

 


EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
MAINTENANCE AND CONSTRUCTION
Director of Plant Operations Judson Walton provided the Board with several updates. The report required no action.
Some existing HVAC equipment and boiler burners are starting to fail and replacement schedules are being advanced.
A Communication System packet was also given to the Board members. He noted Harkers Island Elementary is the only school without a “room to office” call back communication system.
The modular facility for the Bridges Alternative School has been ordered. Mr. Walton said this facility will be completed by summer.
Most school gym floors were refinished during the Thanksgiving break. The remainder of the gym floors will be refinished during the Christmas break.

The original roofing contractor for Newport Middle School has returned to the school to identify the source of the water leak. When identified, the repairs will be made.

Dr. Rick Luettich noted a custodial contract for work at Morehead City Middle School was awarded last month. He asked if cleanup after special events was included in that contact. Mr. Walton said it was included.

RECEIVE SAFETY AND ACCESSIBILITY PROJECTS UPDATE

Director of Plant Operations Judson Walton gave the Board members a Safety and Accessibility Projects packet to show the status of work.
Dr. Luettich said the Safety and Accessibility packet was informative and requested that it be sent to the County each month.

Dr. Luettich would also like a monthly list of all items the school system sends to County.

Cathy Neagle suggested a copy of the cover letter to the County on the day after the Board meeting be sent to Board members.

Dr. Luettich agreed and added he would like a monthly list to include that information and all information exchanged.


REPORT BY CONSTRUCTION COMMITTEE
Dr. Rick Luettich said he worked with Mr. Maready since the last Board meeting to get a clear understanding of where the bond projects stand. Dr. Luettich said, with the exception of the Croatan auditorium, the bond projects are very much on budget.

Dr. Luettich reported that the Construction Committee met in early December and reviewed the bond projects budgets. The committee is made up of Board members June Fulcher, David Carr and Dr. Luettich. Others attending the meeting were Superintendent Dr. David Lenker, Plant Operations Director Judson Walton, Bond Projects Manager Keith Maready and Communications Director Tabbie Nance.

Mrs. Fulcher and Mr. Carr said they were both pleased with the status of the bond projects and budget.
Dr. Luettich said the Committee also considered how much of East Carteret High School to demolish. He noted the discussion during the bond was that the science wing would be demolished. That is called Wing F. Wing E is beside Wing F and contains four classrooms and one computer lab.

Dr. Luettich said there had been an ongoing discussion as to whether the Board should demolish no part of the existing school, demolish Wing F, or demolish Wing F and Wing E.

Dr. Luettich reported the Committee had developed the following recommendation: To demolish Wings E and F and, with the savings, add an additional four classrooms to the new classroom building. He said the savings would be realized in new construction versus renovating an old building. Dr. Luettich said the Committee members believe there is enough money to build the new classrooms, and it was a better use of the money. He added the money would be put into new construction above the flood level and not into renovation of classrooms below the level.
Mrs. Fulcher said she originally opposed demolishing Wing E. but after further study and review of the costs, she believes it is a better use of money to build new classrooms above flood level and with new wiring, etc.

Mr. Carr said his motivation was to move as many students and faculty out of the flood plain as possible.

Mr. Maready said there would be enough savings from the demolition of Wing E to construct the new classrooms. He said no demolition would take place until the new classroom building is complete.
Mrs. Neagle applauded the Board for being open to what everyone had to say about the site of East Carteret High School.

Dr. Luettich made the motion for the Board of Education to approve a plan to demolish Wings E and F at East Carteret High School, and to design four additional classrooms to be added to the new wing and bid as an alternate.
Mrs. Fulcher provided the second and all members voted aye.

 

CONSIDER REQUEST TO COUNTY FOR SALE OF $18.3 MILLION OF BONDS

Bond Projects Manager Keith Maready reported that to date the system has received bids on about 6.4 percent of the $49,045,283 in bond project work. He noted that bond projects are on scheduled at this time. Mr. Maready noted the county has previously sold $22 million of the bond value, which will cover the projected spending through the fourth quarter of 2007 with the exception of the new construction at East Carteret High School. The projected starting date for the new construction at East Carteret High School is April 2007.

Mr. Maready asked Board members to formally request the County Commissioners approve the sale of $18.3 million of the bonds. He noted this would include the $4,116,675 bond for the new construction at East Carteret High School. This will allow funds to be available for the new construction work in April 2007 and for cash flow needs through the third quarter of 2008.

 

Dr. Rick Luettich made the motion that request the County to sell $18.3 million in bond to include the new construction bonds for ECHS.

Bill Blair provided the second and all members voted aye.

 

RECEIVE BOND PROJECTS UPDATE
Mr. Maready updated the Board on several bond projects.

Roofing work at Beaufort Middle and Broad Creek Middle is continuing to progress. The roofing work and HVAC work on the White Oak Elementary gym started December 12, 2006. The roofing work should be completed during the Christmas break.

The bids for the new construction and HVAC renovation at Bogue Sound Elementary have been publicly advertised, and are due December 20, 2006.

The design team and Mr. Maready are working on the East Carteret High School sight package and plan to bid that work in late January 2007.

The first window replacement project at East Carteret High School will start in early January 2007.

Mr. Maready plans to advertise for bids for the first major HVAC project on December 31 with a bid date of January 31, 2007. This project will include Atlantic Elementary, Harkers Island Elementary and Smyrna Elementary.

The design work on new construction projects is still on schedule with bid dates. The roof design team will have East Carteret High and Harkers Island Elementary ready to bid in March 2007. The HVAC design team is near completion on all HVAC work and packages will be bid throughout 2007.

Work at Morehead City Elementary School is being funded by a Qualified Zone Academy Bond (QZAB) and is not part of the bond work. Mr. Maready reported that the roofing, HVAC and electric work at that school are continuing with good progress and performance. He expects to receive bids on the Morehead City Elementary window projects January 4, 2007.

Dr. Luettich asked the status of the floor in the gym at White Oak Elementary School.

Mr. Walton said work on the floor would take place during the summer; however, the floor would be temporarily fixed after the roof and HVAC work is complete.

FISCAL DEPARTMENT ITEMS
CONSIDER BUDGET REVISION

Finance Officer J. Ipock requested Board members consider one budget revision.
Budget Revision 13 – This revision budgets for the changes to the Bond Project Ordinance as requested by the Board and approved by the County.
Dr. Rick Luettich made the motion to approve Budget Revision 13 as presented.
Al Hill provided the second.

After discussion about the budget revision procedure, all members voted aye.

 

SAFETY, SECURITY AND ACCESSIBILITY CARRY OVER PROPOSAL

Mr. Ipock reviewed the Safety, Security and Accessibility Issues document for fiscal year 2005-2006.

 

Dr. Luettich asked if the Board decided to do so, the action would be to request to carry over this money with a detailed listing of how the money should be spent. He noted with the County’s approval, the money would be essentially added to the school system’s Safety & Accessibility money.

Mr. Carr noted there was a request from the Town of Beaufort for funds to widen the intersection of Highway 101 and Carraway Drive. This intersection is near Beaufort Elementary and Beaufort Middle.

Mr. Carr said the Board had discussed that request. The Board is concerned about the intersection, but he does not believe that request falls in the area of school Safety and Accessibility. He noted there were similar traffic concerns at many of the schools. He questioned whether moving town utilities falls under the responsibility of the Board of Education.
Dr. Lenker said the intersection traffic near the two Beaufort schools was a concern; however, there were many high priority safety and security issues.

Dr. Luettich noted last year the Board requested technology funds but the County cut the technology request by $300,000. He noted putting $20,000 from the carry over toward technology is less than 10 percent but it would touch five schools and their students. These schools are Broad Creek Middle, East Carteret High, Morehead City Primary, Morehead City Middle and West Carteret High.

Joe Poletti said each of these schools have identified where these computers would go, and these were the highest priority situations.

Dr. Luettich made the motion to approve a request for the County to carry over $397,576.66 that was allocated to Safety & Accessibility.

EFFECTIVE COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS
REPORT FROM SUPERINTENDENT

Superintendent Dr. David Lenker remarked there was so much activity going on the schools. He said administrators, teachers and staff were working hard to make sure instruction is the top priority.

COMMENTS FROM BOARD MEMBERS

Board Chairman Cathy Neagle invited Board members to make comments.
June Fulcher – Mrs. Fulcher shared holiday wishes with everyone and said to remember to play it forward.

Bill Blair – Mr. Blair thanked all the school winners of the many awards.
Dr. Rick Luettich – Dr. Luettich attended the Bridges Alternative School Soup Bowl fundraiser last Saturday. He said several area businesses donated large pots of soup. Soup bowls were made by the students. He complimented Principal Vicki Fritz and her staff for their hard work.
David Carr – Mr. Carr urged everyone to support the various performing arts during the holiday season. He also expressed his thanks to the staff, students and parents at East Carteret High School who have been concerned and involved in the discussions about the renovation projects. Mr. Carr also asked all those who send him letters to please sign their letters so he can engage them in the conversations.

Adele Collins – Mrs. Collins is a member of the Carteret County Council for Women. This group recently selected Broad Creek Middle School Principal Cathy Tomon as the Woman of the Year in the education category.

Al Hill – Mr. Hill thanked all the school employees for their hard work. He gave a special thanks to Judson Walton, Keith Maready and J. Ipock for the extra work they are doing on the bond projects.
Cathy Neagle – Ms. Neagle wished everyone a Merry Christmas and happy holidays. She thanked Board members for their hours and hard work.

REMINDERS
The next regular Board of Education meeting is scheduled for 6:30 p.m., Tuesday, January 9, 2007. Board members will meet with School Advisory Council Chairmen from 5-6 p.m. and hold a public comment forum from 6-6:30 p.m.

David Carr made the motion to enter into closed session to consider personnel matters and consult with attorney regarding matter within  attorney-client privilege.
