August
8, 2006 – The Carteret County Board of Education met in regular
session at 6:30 p.m. in the administrative offices of the school
system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle,
Vice Chairman June Fulcher and Board members David Carr, Adele
Collins and Al Hill. Board members Bill Blair and Dr. Rick Luettich
were absent.
Others attending included Superintendent Dr. David Lenker, Assistant
Superintendents Dr. Pennylloyd Baldridge and Dr. Ralph Lewis, Board
Attorney Neil Whitford, Communications Director Tabbie Nance,
principals, parents, community members, employees and members of the
media.
This Carteret County Board of Education meeting can be viewed on TV
10 Time Warner Cable Sunday, August 13, at 12 noon.

WELCOME
Chairman
Cathy Neagle welcomed those in attendance. David Carr gave
the invocation and led the Pledge to the United States flag.
CONSIDER
APPROVAL OF MEETING AGENDA
Al Hill made the motion to amend the agenda to add: V. B. 2.
c. – Consider Contract for Beaufort Middle School Roof. June
Fulcher provided the second and all members voted aye.

CONSIDER
INTERNET SAFETY WEEK RESOLUTION
Board
members passed a resolution proclaiming September 18-22, 2006,
Internet Safety Week in the Carteret County Public School System.
This proclamation was presented by Joe Poletti, Director of
Technology and Media. The goal of the week is to increase awareness
of Internet safety and provide strategies for Internet safety to all
students and stakeholders. Mr. Poletti said activities were planned
throughout the week and would include student panel discussions and
community outreach presentations.
Al Hill made the motion to proclaim September 18-22 as Internet
Safety Week in the Carteret County Public School System.

CONSIDER
APPROVAL OF CONSENT AGENDA
Chairman
Neagle reviewed the items on the Consent Agenda. These items were:
Consider Approval of Minutes of July 11, 2006, Board Meeting;
Consider Student Transfer Requests; Fund Raiser Requests; Personnel
Matters (personnel matters are listed at end of this document);
Approval of 2006-2007 School Advisory Council members; and Field
Trip Request.
David Carr made the motion to approve the Consent Agenda.
Al Hill provided the second. The motion passed with all members
voting aye.
EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
MAINTENANCE AND CONSTRUCTION
UPDATE INCLUDING FINAL MAINTENANCE COSTS BY SCHOOL FOR 2005-2006
Superintendent Dr. David Lenker presented information from Director
of Plant Operations Judson Walton. The report was for information
and required no action.
Atlantic Elementary – Staff plan to have the computer lab wired as
outlined in the capital projects list as soon as staff can contract
the work.
Smyrna Elementary – Ditches around the school are being cleaned
out.
East Carteret High – The ditches around the school will be cleaned
out after the Smyrna ditch work is completed.
Harkers Island Elementary – Painting is nearing completion.
Morehead City Elementary – Staff is working to locate a leak in
the water supply underground and will make repairs as required.
Major cleaning has taken place over the summer by contract cleaning
crews.
Morehead Middle – Air samples have been taken and the results
indicate mold growth. Detailed cleaning needs to take place.
West Carteret High – Painting is underway and staff hope to have
all classrooms complete before teachers return to school. The
corridors will be painted last.
Broad Creek Middle – Ventilation for the vault is in place. The
classrooms should be painted before the teachers return, and
painting in other areas will then take place.
Croatan High – The building has been completely cleaned.
White Oak Elementary – Work will resume on the new septic this
week. The school has been completely cleaned.
Newport Middle – Staff members are working with the original
contractor to correct a leaking roof system.
General Issues – Chillers are being installed when and where
possible as they arrive.
Safety and Accessibility items identified by Institutional Resources
– All the items in the 2005-2006 capital budget have been
completed. Work on the list of items for 2006-2007 has not started
at this time.
BOND PROJECTS
Receive Bond Projects Update
Bond Project Manager Keith Maready updated the Board on several
projects.

Final
Approval Request for Change Order Award for Track Work at West
Carteret High
Mr. Maready said additional grade work was necessary at the west end
of the West Carteret High School track in order to create positive
drainage and maintain a flat soccer field surface. He noted that
authorization was given to the vendor, Advantage Sports Surfaces
Inc., and the work would be completed by August 25. He reported the
total for this change order was $2,500.
David
Carr made the motion to approve Change Order 1 in the amount of
$2,500.
Al
Hill provided the second. The motion passed with 4 members voting in
favor and 1 member, June Fulcher, abstaining.
Consider
Bid Award for Broad Creek Middle School Roof Replacement
Mr.
Maready reported the Broad Creek Middle School roof replacement work
was bid August 3, 2006. He recommended the award for a new metal
roof for Broad Creek Middle School be granted to JEDCO Construction,
Inc. of Raleigh in the amount of $980,775. Mr. Maready said with the
bid award of $950,775 plus architect and engineering fees of
$110,175 and contingency of $29,000, the total project was
$1,119,950. Mr. Maready said the project was $500,080 under budget.
David
Carr made the motion to award the Broad Creek Middle School roof
replacement bid to JEDCO Construction, Inc., in the amount of
$980,775.
June Fulcher provided the second and all members voted aye.
Consider
Bid Award for Beaufort Middle School
Mr.
Maready recommended the Board award the bid for the roof project at
Beaufort Middle to Curtis Construction Company, Inc., Kinston in the
amount of $598,804.
Attorney
Neil Whitford recommended any motion include a change in the dispute
resolution method from arbitration to mediation.
David
Carr made motion to approve the contract with Curtis Construction
Company, Inc., for the Beaufort Middle School roofing project with a
change in dispute resolution from arbitration to mediation.
Mr.
Carr made the motion to amended his motion to include the amount of
$598,804.
Al
Hill provided a second to the amendment and all members voted aye.

Mr. Maready reviewed several projects with bid dates this year.

CONSIDER FISCAL
DEPARTMENT ITEMS
Finance Officer J. Ipock updated the Board on several fiscal
department items.
Consider
2006-2007 School Fees – Mr. Ipock presented a list of recommended
school fees for the 2006-2007 school year. He noted the fees
remained the same as for the previous school year.
Al Hill made the motion to approve the 2006-2007 School Fees as
presented.
David Carr provided the second and all members voted aye.
Consider Croatan High Banking Change – In a letter, Croatan High
School Principal Mat Bottoms requested Croatan High School be
allowed to move its accounts from Wachovia Bank in Morehead City to
First Citizens Bank in Cape Carteret. According to Mr. Bottoms, the
recent change in the bookkeeper’s position and the fact that the
bookkeeper lives in Cedar Point made it necessary to change banks.
He solicited bids from banks that have branches in the Cape
Carteret/Cedar Point area and in Morehead City, and requested the
change to First Citizens in Cape Carteret.
Adele Collins made the motion to approve the request from Croatan
High School to change its accounts from Wachovia to First Citizens.
Al Hill provided the second and all members voted aye.
Consider
Budget Revisions 1, 2, 3, 4 and 5 –
Mr. Ipock presented five budget revisions for Board consideration.
Revision 1 – This revision adjusts the Capital Outlay budget for
outstanding purchase orders ($79,835.72) at June 30, 2006, using
fund balance.
Revision 2 – This revision adjusts the Capital Outlay budget for
projects ($31,612.28) not completed at June 30, 2006,
re-appropriated by the County for 2006-2007.
Revision 3 – This revision adjusts the Capital Outlay budget for
unused equipment/buildings and grounds funds ($34,172.15) at June
30, 2006, re-appropriated by the County for 2006-2007.
Revision 4 – This revision appropriates Bond funding approved by
the County ($3,047,665) in the school system’s 2006-2007 Capital
Budget.
Revision 5 – This revision appropriates Qualified Zone Academy
Bond (QZAB) funding approved by the County ($1,975,000) in the
school system’s 2006-2007 Capital budget.
June Fulcher made the motion to approve Revisions 1, 2, 3, 4 and 5
as presented.

Consider
Recommendation for Student Insurance Carrier for 2006-2007
Mr. Ipock recommended the Board approve American Advantage Insurance
Company as the student insurance carrier for the 2006-2007 school
year. He noted this firm has provided insurance through the school
system for several years.
Attorney Neil Whitford stressed the importance of parents getting
medical insurance for their children. He noted that at if a student
is injured at school, as a normal rule, the school system’s
insurance does not cover that injury.
David Carr made the motion to accept American Advantage as the
Student Insurance Carrier for the 2006-2007 school year.
Al Hill provided the second and all members voted aye.

Chairman Cathy Neagle reviewed the Board member areas of oversight

REPORT
FROM SUPERINTENDENT
Dr.
David Lenker – Dr. Lenker informed Board members that the new
Student Policy manual had been completed. The manual was being
printed now, and it was also available online at the school
system’s website. Dr. Lenker also noted that the entire online
Policy Manual was in the process of being overhauled to be a more
user friendly site. He encouraged Board members and others to visit
the system’s website to see the work taking place.
Dr. Lenker recognized Exceptional Children’s Director Pollye
Pruitt for her outstanding work in the school system. Ms. Pruitt has
accepted a position with the NC Department of Public Instruction.
COMMENTS FROM BOARD MEMBERS
Board Chairman Cathy Neagle invited Board members to make comments.
Al
Hill – Mr. Hill thanked Ms. Pruitt for her hard work. He added he
was pleased with the figures being received for bond projects. Mr.
Hill also cautioned drivers that school buses would be on the roads
soon.
David Carr – Mr. Carr wished Ms. Pruitt good luck in her new
position.
Adele Collins – Mrs. Collins thanked Ms. Pruitt for her hard work.
She is also looking forward to the new school year.
June Fulcher – Mrs. Fulcher said she was looking forward to a new
school year and to the beginning of many bond projects.
Cathy Neagle – Ms.
Neagle thanked the Board for their time and preparation. She is also
looking forward to the beginning of the new school year.
REMINDERS
The next regular Board of Education meeting is scheduled for 6:30
p.m., September 12, 2006. The Board will hold a public comment forum
from 6-6:30 p.m.
