COMMUNICATOR
February
13, 2007 – The Carteret County Board of Education met in regular
session at 6:30 p.m. in the administrative offices of the school
system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle,
Vice Chairman June Fulcher and Board members Bill Blair, David Carr,
Adele Collins, Al Hill and Dr. Rick Luettich.
Others attending included Superintendent Dr. David Lenker, Assistant
Superintendent Dr. Pennylloyd Baldridge, Board Attorney Neil
Whitford, Communications Director Tabbie Nance, principals, parents,
community members, employees and members of the media.
This Carteret County Board of Education meeting can be viewed on TV
10 Time Warner Cable Sunday, February 18, at 12 noon.
Board members conducted a public comment forum from 5:30-6:30 p.m.
with an emphasis on the 2007-2008 school system budget. Twenty-nine
speakers spoke during that time.
WELCOME
Chairman
Cathy Neagle welcomed those in attendance. David Carr gave
the invocation and led the Pledge to the United States flag.
CONSIDER
APPROVAL OF MEETING AGENDA

Fulcher made the motion to accept the agenda.

RECEIVE
TECHNOLOGY DEMONSTRATION
Director
of Technology and Media Joe Poletti noted technology is a vital part
of the educational process, and up-to-date equipment must be
maintained to allow all students to meet their educational
assignments. East Carteret High School student Alicia Goodwin and
East Carteret High School teacher Carrie Sheehan demonstrated a
technology presentation that was required for a school assignment.
Mrs. Sheehan said Miss Goodwin was limited in her Senior Project
because of the technology available at the school. Miss Goodwin
chose to build a playground on Cedar Island.
Mrs.
Sheehan said Miss Goodwin could not prepare her Senior Project
presentation on the computers at school. She noted Miss Goodwin did
the work at home on her own computer. Miss Goodwin said many
students do not have computers at home or if they do have a computer
not have the software or programs on their computers.
CONSIDER PROCLAMATION FOR NATIONAL FFA WEEK
West Carteret High School agriculture teacher Glenn Howell requested
the Board of Education members proclaim February 17-24 as National
FFA Week. He was joined in his request by FFA students Douglas
Windham of Newport Middle School; Jonathan Smith and Travis Kelly of
West Carteret High School; Melanie Mades and Whitney Saulter of East
Carteret High School; and Keith Fournier and Amit Patel of Croatan
High School.
Mr. Howell said Carteret County annually has about 500 FFA members.
Last
year in North Carolina there were 16,636 members. Mr. Howell said
FFA is in four schools in Carteret County.

RECOGNIZE
BROAD CREEK MIDDLE SCHOOL AS 2006 REAL D.E.A.L. SCHOOL
Broad
Creek Middle School received for the 2006 Real D.E.A.L. Award from
Governor Easley. The school was recognized for strong teacher
working conditions and high school achievement. The Real D.E.A.L.
stands for Dedicated Educators, Administrators & Learners.
Board
member Adele Collins presented a certificate to Broad Creek Middle
School Principal Cathy Tomon.
RECOGNIZE 2006 NATIONAL BOARD CERTIFIED TEACHERS
Eleven Carteret County Public School teachers have earned
National Board Certification from the National Board of Professional
Teaching Standards (NBPTS). Personnel Director Bennett Myers
explained the certification process and presented certificates to
the teachers. They are among the 1,500 North Carolina teachers
earning National Board Certification for work completed in the
2005-2006 school year.
Earning certification were Mary E. Castro of Morehead City Primary
School, Deborah M. Coulter of West Carteret High School, Toni Frost
Luther of Morehead City Primary School, Daryn P. Martin of Bogue
Sound Elementary School, Beth E. McCreary of Beaufort Elementary
School, Sue Sippel of Morehead City Middle School, Barbara Fulcher
Smith of Morehead City Primary School, Becky Stewart of Croatan High
School, Miriam Sutton of Newport Middle School, Sandra B. Treadway
of East Carteret High School and Suzan R. Wallace of White Oak
Elementary School.
RECOGNIZE RALPH HOLLWAY, NCADA HALL OF FAME
Ralph Holloway is one of the
three leaders named by the North Carolina Athletic Directors
Association as the 13th class for induction in its own Hall of Fame.
Mr. Holloway is principal of East Carteret High School. He will be
induced at the association’s state conference in March. The new
inductees bring to 58 the number in the Hall.
Director of Technology, Media and Athletics Joe Poletti made the
presentation to Mr. Holloway on behalf of the Board of Education.
CONSIDER APPROVAL OF CONSENT
AGENDA
Chairman Neagle reviewed the items on the Consent Agenda.
These items were:
Consider Approval of Minutes of January 9, 2007, Board Meeting;
Consider Fund Raiser Requests; Personnel Matters (personnel matters
are listed at end of this document); Field Trip Requests; Beginning
Teacher Induction Program; 2007-2008 School Calendar; and Bond
Projects Funding Requistions for 1 - Atlantic Electrical Service, 2
- Newport Elementary Removal of Modular Units, 3 – White Oak
Elementary Removal of Modular Units, 4 – White Oak Elementary
Ramps and Platforms, 5 – White Oak Elementary Lease of New Modular
Unit.
Before considering the consent agenda, Chair Cathy Neagle asked Dr.
Lenker to please review the 2007-2008 calendar recommendations.
Dr. Lenker noted he was recommending two calendars – one for the
high school and one for the middle and elementary schools. He noted
principals requested this in order to provide for the separate needs
of the different grade levels.
David Carr made the motion to approve the Consent Agenda.
Bill Blair provided the second. The motion passed with all Board
members voting aye.
With that motion, the 2007-2008 School Calendars were set. The two
different calendars each have the first day of school for students
as August 27, 2008, and the last day as June 6. The differences
include high school students will not attend school January 23,
2008, because it will be a workday between semesters. Middle and
elementary school students will attend school January 23 and,
instead, not attend school April 28.
EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
MAINTENANCE AND CONSTRUCTION
Director of Plant Operations Judson Walton provided the Board
with several updates. The report required no action.
Communication Needs – The communication needs of each
school have been identified. Staff is working with the technology
department to prepare a recommendation for the superintendent and
the Board of Education.
Newport Middle – The roofing contractor has made some minor
repairs and staff members are monitoring the areas in question for
leaks.
West Carteret High – Some minor leaks have been reported
and the roofing contractor will return to the school to make the
needed repairs. Mr. Walton said this work was a warranty issue. Mr.
Walton added the approved ADA revisions at West Carteret are nearing
completion.
East Carteret High – Efforts to clean the mold and mildew
in the school are underway. The joint forces of custodial staff,
contracting services and maintenance workers are making a
difference.
Bridges Alternative – Drawings are being prepared for the
permitting of the Bridges Alternative School facility. Fabrication
of the modular building is underway and delivery is expected in the
spring. Mr. Walton said school staff would share the site plans with
the adjoining property owners once the drawings are complete.
Schools as Shelters – Carteret County Emergency Management
Director Allen Smith has been directed to comply with federal
requirements to provide a pet friendly shelter during emergency
evacuation periods. Mr. Walton reported that Newport Middle School
would serve as that site.
RECEIVE
BOND PROJECTS UPDATE
Receive Update
Mr. Maready noted the bond projects program was very active. Within
four months, Mr. Maready said there will be contract commitments and
work in progress on about 38 percent of the bond work. As of January
13, 2007, about 10 percent of the bond projects were committed and
there was an approximate 18 percent recognized savings on the work
committed.
Mr. Maready updated the Board on several Bond projects.
Beaufort Middle – The roof replacement project is about 75
percent complete with 80 percent of the project duration lapsed. Mr.
Maready noted the project was progressing, but it was questionable
if the contractual commitment for completion by March 10, 2007,
would be met. There has been an additional scope of work authorized
that would justify a maximum of a 14-day time extension. The
schedule and progress has been reviewed with the contractor and the
engineer has issued notice that delay would result in liquidated
damages per the contract.
Bogue Sound Elementary – The classroom addition and the HAC
renovation project are underway. Both projects are scheduled for
substantial completion by August 15, 2007.
Broad Creek Middle – The roof replacement project is about
60 percent complete with 50 percent of the project duration lapsed.
The work is progressing and is expected to be complete prior to the
contract end date of May 20, 2007.
White Oak Elementary – The gym HVAC project is in progress
and should be complete prior to March 1, 2007, as planned.
East Carteret High –
Window Replacement Project A & Door Renovation Work – These
two projects are in progress.
Site Work – Work on the site for the new classroom building
will begin February 19, 2007, with about 40,000 cubic yards of dirt
to be placed on site. This process will take about 30 days and then
the settlement monitoring process will begin. Mr. Maready said this
process has an undetermined time projection, but he expects it to be
less than 90 days. When the conditions are considered acceptable by
the geotechnical and structural engineers, the new construction will
begin.
Receiving Bids – Mr. Maready reported several new
construction bids will be received soon: East Carteret High on March
7, White Oak Elementary on March 13 and Newport Elementary on March
15. Bids for the HVAC work at White Oak Elementary and at Newport
Elementary will be received on the same date as the new construction
bids for that same school. Bids for the HVAC work at Atlantic
Elementary, Harkers Island Elementary and Smyrna Elementary were
received February 7. Bids for the roof replacement work at Harkers
Island Elementary will be received March 1.
Planning and Development – The following projects are in
process: addition and renovation to transportation/maintenance
facility; window replacement B at East Carteret High; window
replacement at Harkers Island Elementary and Smyrna Elementary; and
softball field lights at West Carteret High.
Morehead City Elementary – Mr. Maready also updated the
Board on the work at Morehead City Elementary School. This work is
not a bond project. It is funded through a Qualified Zone Academy
Bond (QZAB). The roof replacement will be completed by March 1 and
the HVAC work will continue through mid-August 2007. The planning
and development for the window replacement work at the school is
underway.
FISCAL
DEPARTMENT ITEMS
CONSIDER BUDGET REVISION
Superintendent Dr. David Lenker presented the Fiscal Department
Items. By memorandum Finance Officer J. Ipock requested Board
members consider one budget revision.
Budget Revision 16 – This revision amends the Capital outlay fund
for amendments to the Bond Project Ordinance requested by the Board
of Education in January and approved by the County Commissioners in
January. These were for closing out soil testing and surveying line
items at Newport Elementary and White Oak Elementary, and for
construction contracts for the six classroom addition and the HVAC
renovation at Bogue Sound Elementary.
Request To Amend
Bond Project Ordinance
Dr. Lenker noted this is a request to amend the Bond Project
Ordinance line item for construction management costs. The previous
amount requested was for a six-month period and it is time to
request another six-months funding. The amount being requested is
$50,000. Maready & Associates monthly bill is $8,333.33 (6 x
$8,333.33 = $49,999.98).
Dr.
Rick Luettich made the motion to approve both requests.
Dr. Luettich’s motion was to approve the changes to the Bond
Project ordinance requested by the Board of Education and approved
by the County Commissioners in January related to closing out soil
testing and surveying line items at Newport Elementary ($62) and
White Oak Elementary ($65); and the construction contracts for the
six classroom addition ($1,151,800 plus contingency $20,000) and
HVAC renovations ($330,690 plus contingency $30,000) at Bogue Sound
Elementary.
Dr. Luettich’s motion also was to request the County Commissioners
amend the Bond Project Ordinance for construction management fees
for a six-month period in the amount of $50,000.

OPTIMAL
LEARNING ENVIRONMENT
CONSIDER
RESOLUTION SUPPORTING K-12 PUBLIC SCHOOL FACILITY BOND REFERENDUM
FOR NORTH CAROLINA
Board member David Carr requested the Board of Education approve a
resolution in support of a $2 billion Kindergarten-12th
Grade Public School Facility Bond Referendum for North Carolina and
to encourage the 2007 General Assembly to take such actions as are
necessary to allow the people of North Carolina to express their
views through a public vote in a Bond Referendum to benefit the
children of North Carolina.
The resolution notes that Carteret County currently uses 29 mobile
units.
Mr. Carr put that request in the form of a motion.
June Fulcher provided the second to approve the resolution.
Dr. Rick Luettich said this resolution points out there are more
needs than were addressed in the $50 million bond referendum.
After some discussion, all members voted aye.

COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS
CONSIDER
SECOND READING OF CHANGES TO POLICY BD – SCHOOL BOARD MEETINGS
Assistant Superintendent Dr. Pennylloyd Baldridge shared the second
reading of revisions to Policy BD – School Board meetings. The
first reading took place at the Board of Education’s January 30,
2007, special meeting. Dr. Baldridge said the proposed
changes would move the dates of School Board meetings from the
second Tuesday of the month to the first Tuesday of the month. This
date change was needed in order to fit the County Commissioners
meeting schedule, and would allow documents to be prepared and
delivered to the County in time to meet their meeting agenda
schedule.
Cathy Neagle said Dr. Rick Luettich requested that if this is
adopted it would not go into effect until the April Board of
Education meeting.
David Carr made the motion to approve revisions to Policy BD –
School Board meetings beginning with the meeting in April. The April
Board of Education meeting will now be April 3.

CONSIDER
SECOND READING OF NEW REGULATION TO POLICY ABA – COMMUNITY
INVOLVEMENT IN DECISION MAKING
Assistant Superintendent Dr. Pennylloyd Baldridge noted
Policy ABA – Community Involvement in Decision Making exists and
the Board was being asked to consider the addition of a new
regulation. The draft regulation provides guidelines for communities
wanting the Board to consider allowing the adoption of a year-round
calendar at a specific school. The
first reading took place at the Board of Education’s January 30,
2007, special meeting. Since that first reading, Dr. Baldridge noted
the term year-round was changed to “non traditional”; a
requirement for a staff survey was added; and the percentage of
returned parent surveys was changed from 50 percent to 65 percent.

RECEIVE FIRST READING OF CHANGES TO POLICY IIAC – SELECTION OF
RESOURCE MATERIALS
Assistant Superintendent Dr. Pennylloyd Baldridge explained the
proposed changes to Policy IIAC – Selection of Resource Materials.
Director of Technology and Media Joe Poletti and four media
coordinators updated the policy using current information from the
American Library Association, the Library Bill of Rights and a
template from the North Carolina Department of Public Instruction.
The revisions have been reviewed by the Policy Committee,
principals, Board Attorney Neil Whitford and the Department of
Public Instruction. The existing policy has been in place over 10
years and does not mention selection/use of video materials.
The
Board will consider the policy for action after a second reading.
REPORT FROM SUPERINTENDENT
Superintendent Dr. David Lenker thanked the citizens and employees
for speaking at the public comment period prior to the meeting. He
heard the message that the speakers want support for the whole
budget, and they also highlighted specific concerns.
COMMENTS FROM BOARD MEMBERS
Board Chairman Cathy Neagle invited Board members to make comments.
June Fulcher – Mrs. Fulcher congratulated Ralph Holloway. She said
she was excited that trucks will be moving dirt to East Carteret
High School next week.
Bill
Blair – Mr. Blair thanked Ralph Holloway for hard work at East
Carteret High School. Mr. Blair said his former computer was about 9
years old and was so slow he could not sell it, and there are
students in the schools trying to do assignments on that same
computer.
Dr. Rick Luettich – Dr. Luettich thanked County Commissioners Tom
Steepy and Wade Nelms for attending the meeting to hear the public
comment period.
David Carr – Mr. Carr thanked Glenn Howell for sharing the FFA
information with the Board. Mr. Carr said he was energized by Mr.
Howell and his passion for education. He also thanked the students
who spoke during the public comment time.
Adele Collins – Mrs. Collins congratulated the 11 teachers earning
National Board certification. She also thanked Cathy Tomon for her
leadership at Broad Creek Middle School.
Al Hill – Mr. Hill thanked the two County Commissioners and the
County Manager for attending the meeting and hearing the budget
comments. He urged all citizens to get involved with public schools.
Mrs.
Neagle thanked the Board for the preparation.
REMINDERS
The Board will hold a Special Board meeting for the Operations
Budget Monday, February 19, 2007, at 9:30 a.m. in the central
office.
The next regular Board of Education meeting is scheduled for 6:30
p.m., Tuesday, March 13, 2007. Board members will meet with School
Advisory Council Chairmen from 5-6 p.m. Board members will hold a
public comment forum from 6-6:30 p.m.
