September
12, 2006 – The Carteret County Board of Education met in regular
session at 6:30 p.m. in the administrative offices of the school
system, Beaufort, NC. Attending the meeting: Chairman Cathy Neagle,
Vice Chairman June Fulcher and Board members Bill Blair, David Carr,
Adele Collins, Al Hill and Dr. Rick Luettich.
Others attending included Superintendent Dr. David Lenker, Assistant
Superintendents Dr. Pennylloyd Baldridge and Dr. Ralph Lewis, Board
Attorney Neil Whitford, Communications Director Tabbie Nance,
principals, parents, community members, employees and members of the
media.
This Carteret County Board of Education meeting can be viewed on TV

members conducted a public comment forum from 6-6:30 p.m.
WELCOME
Chairman Cathy Neagle welcomed those in attendance. Al Hill gave
the invocation and led the Pledge to the United States flag.
CONSIDER
APPROVAL OF MEETING AGENDA
June Fulcher made the motion to approve
the agenda.
Al Hill provided the second and all members voted to approve the
agenda.
RECOGNIZE
EMPLOYEES OF THE YEAR
Board
members recognized the system’s 2006-2007 Employees of the Year.
Anna
Thomas was recognized as the Classified Employee of the Year.
Becky Stewart was selected as the Certified Employee of the Year.
Beth Lanning was named the Assistant Principal of the Year.
Clyda Lutz was recognized as the Teacher of the Year.
Sue
Kreuser was named the Principal of the Year.
OPTIMAL LEARNING ENVIRONMENT
RECOGNIZE CLEANEST SCHOOLS OF
2005-2006
Three schools were recognized as the cleanest schools. Custodial
Supervisor Errol Taylor presented awards to the staff at these three
schools. He noted the awards are based on inspections of the school
by an independent panel.
Harkers
Island Elementary School was selected as the cleanest elementary
school. Head Custodian Ann Chadwick and Principal April Lilley
accepted the plaque. This is the sixth consecutive year Harkers
Island Elementary School has won the elementary award.
Newport Middle School was chosen as the cleanest middle school.
Shareka Reels and Luther Montford accepted the award.
Croatan High School was named the cleanest high school. Maria
Cisneros and Nelson “Hound Dog” Smallwood accepted the award.
This is the fifth consecutive year Croatan High School has won the
high school award.
CONSIDER RESOLUTION APPROVING
DOCUMENTS IN REFERENCE TO QUALIFIED ZONE ACADEMY BONDS (QZAB)
Board members approved a resolution related to the $2 million
Qualified Zone Academy Bonds (QZAB) received for work at renovation
and refurbishment of Morehead City Elementary School.
Attorney Neil Whitford reviewed the resolution and the two documents
referenced in the resolution – an Agency Agreement and a Lease
Agreement.
David
Carr made the motion to approve the Resolution Approving Forms of
Documents to be Entered Into In Connection With Carteret County’s
Installment Financing of the Renovation and Refurbishment of Certain
School Facilities and Making Certain Findings and Determinations in
Connection Therewith. Al Hill provided the second to the motion and
all members voted aye.
HIGH STUDENT PERFORMANCE AND ACHIEVEMENT
RECOGNIZE
MARGERY MISENHEIMER, NATIONAL MARINE EDUCATORS ASSOCIATION
OUTSTANDING TEACHER FOR 2006
Margery
Misenheimer, a science teacher at Smyrna Elementary School, has been
selected as the National Marine Educators Association’s
Outstanding Teacher for 2006. The National Marine Educators
Association is a national professional organization founded in 1976
for all educators of marine and aquatic science. Amy Sauls,
President of Mid-Atlantic Marine Educators Association, presented
the award. Mrs. Misenheimer teaches science to sixth, seventh and
eighth graders.
RECEIVE
REPORT ON 2006 SAT SCORES
Carteret
County’s 2006 Scholastic Assessment Test (SAT) scores continue to
climb and are 18 points higher this year than last year. Assistant
Superintendent Dr. Ralph Lewis noted this was the highest SAT score
county students had ever posted. Dr. Lewis noted that the scores of
the graduating Class of 2006 were well above the state and national
average in both critical reading and math scores. The county’s SAT
writing scores, reported for the first time this year, were above
the state average and only three points below the national average.
Assistant
Superintendent Dr. Pennylloyd Baldridge shared additional
information about the SAT scores and student preparation.
CONSIDER
APPROVAL OF CONSENT AGENDA
Chairman Neagle reviewed the items on the Consent Agenda.
These items were: Consider Approval of Minutes of August 2, 2006,
Special Board meeting and of the August 8, 2006, Board Meeting;
Consider Student Transfer Requests; Fund Raiser Requests; Personnel
Matters (personnel matters are listed at end of this document);
Approval of 2006-2007 School Advisory Council members; and Field
Trip Request.
June Fulcher made the motion to approve the Consent Agenda.
Bill Blair provided the second. The motion passed with all Board
members voting aye.
EFFICIENT, EFFECTIVE AND ACCOUNTABLE OPERATIONS
MAINTENANCE AND CONSTRUCTION
Director of Plant Operations Judson Walton provided the Board
with several updates. The report required no action.
Atlantic Elementary – Work in classrooms was completed to help
seal the walls from moisture.
Beaufort Elementary – The county placed a generator at the site to
support needs during storms. The county provided work and equipment
for this project.
June Fulcher asked about food loss and generator use at schools
during storms.
Broad Creek Middle – Painting is completed and the punch list
items are being completed.
Croatan High – The retention pond has been cleared as outlined in
the capital budget.
East Carteret High – Ditches have been cleared as outlined in the
capital budget.
Harkers Island Elementary – Painting is completed with only punch
list items outstanding.
Morehead City Elementary – The leak in the water supply
underground was located below the cafeteria and has been repaired.
Smyrna Elementary – Ditches have been cleared as outlined in the
capital budget.
West Carteret High – The painting is completed with punch list
items being completed now.
White Oak Elementary – Work has resumed on the new septic system.
Mr. Walton said some existing HVAC equipment is starting to fail and
the bond HVAC work is being pushed to prevent double spending.
Mr. Walton said
there was no substantial damage from Tropic Storm Ernesto.
Mr. Walton said the heavy rain and thunderstorms in the area last
week caused more damage to schools in the way of roof leaks, and
electrical and phone problems.
Mr. Walter said as of September 12, maintenance staff had closed out
404 work orders since school started. He said this was a tremendous
amount of work and he commended the staff members for their hard
work.
BOND PROJECTS
Funding Requisition
Bond Project Manager Mr.
Maready requested the board approve a requisition for the Newport
Elementary School 5th grade wing HVAC replacement in the
amount of $80,937. The equipment in that wing failed prior to the
opening of school. Instead of spending maintenance money on the
project, which would be handled in the overall HVAC renovations as
part of the bond work, it was decided to segregate that area and
complete the work in order to provide cooling when school started.
Bill Blair made motion for the funding requisition for Newport
Elementary School in the amount of $80,937 with a $3,000
contingency. Adele Collins provided the second and all members voted
aye.
Mr. Maready said the only enhancement that remained would be the
controls and perhaps some additional insulation after the overall
HVAC work was completed.
Project
Ordinance Amendment Requisitions
Mr. Maready requested the Board consider two Project Ordinance
Amendment Requisitions.
1
– The first Project Ordinance Amendment Requisition request was
for the White Oak Elementary School gym floor replacement in the
amount of $73,752.
2 – The second Project Ordinance Amendment Requisition was for the
White Oak Elementary School gym HVAC work in the amount of $134,000.
The system will feature packaged heat pumps with reheat coils for
dehumidification and supplemental heat.
Adele Collins made the motion to approve the two project ordinance
amendment requisitions for White Oak Elementary School as presented.
Bill Blair provided the second and all members voted aye.
The Project Ordinance Amendment Requisitions will be presented to
the County Commissioners for consideration.
Update
on Bond Projects
Mr. Maready updated the Board on the following bond projects:
Door renovation and window replacement scope of work development is
complete. School system staff is reviewing the scope of work for
compatibility with existing policy. Bids will be reviewed in late
September and work should begin in late October.
The Beaufort Middle School roof replacement is in progress.
The Broad Creek Middle School roof replacement will begin this
month.
The condition of White Oak Elementary School’s gym has been
considered an emergency. Stanford White Associates (SWA) has
provided the HVAC design and Roof Engineering, Inc. (REI) has
provided the roof replacement design. Bids will be received by
September 15 and work will begin as soon as possible.
SWA representatives and school system staff are preparing for a
final review of the HVAC design on several bond projects.
REI will complete all preliminary roof designs by the end of the
year.
SFL+a Architects will have design documents complete for Bogue Sound
Elementary School and East Carteret High School by the end of
November. Design documents for Newport Elementary School and White
Oak Elementary School will be complete by the end of the year.
He also noted Morehead City Elementary School’s electrical and
HVAC renovations are in progress and the roof replacement will begin
in October.
CONSIDER FISCAL
DEPARTMENT ITEMS
Superintendent Dr. David Lenker asked the Board to consider Budget
Revisions 6, 7 and 8 as requested by Finance Officer J. Ipock.
He presented three budget revisions for Board consideration.
Revision 6 – This revision adjusts the Local operating budget for
State classroom supply, media and textbook funding (including
carryover).
Revision
7 – This revision adjusts the Local operating budget for the More
at 4 grant ($474,780) received through the State for
pre-kindergarten services offered at our schools and also at private
daycare providers.
Revision 8 – This revision adjusts the Capital Outlay budget for
changes to the Bond project ordinance ($2,791,551) requested by the
Board of Education and approved by the County.
Dr. Rick Luettich made the motion to approve Revisions 6, 7 and 8 as
presented.
Al Hill provided the second and all members voted aye.
EFFECTIVE
COMMUNICATION AND INVOLVEMENT AMONG STAKEHOLDERS
REPORT
FROM SUPERINTENDENT
Dr. David Lenker said the county’s preliminary overall student
enrollment figures are coming in a little under the anticipated
numbers at this time. He said the numbers were up in the western
part of county, and East Carteret High School does have 20 more
students than anticipated. Dr. Lenker said class size was being
watched. Dr. Lenker said he wanted to publicly thank all the school
system employees – teachers, staff and leaders – and the
students, parents and community members for a smooth school opening
and for continued support of the school system.
COMMENTS FROM BOARD MEMBERS
Board Chairman Cathy Neagle invited Board members to make comments.
June Fulcher – Mrs. Fulcher thanked the teachers and staff members
for their hard work. She said school started smoothly and that was
because of these hard working individuals.
Bill Blair – Mr. Blair congratulated the Employees of the Year and
said they represented many other deserving employees.

Rick Luettich – Dr. Luettich had no comments.
David Carr – Mr. Carr thanked Principal Renne Newman for inviting
him to attend a meeting and learn more about the positive behavior
model the school is using.
Adele Collins – Mrs. Collins thanked Judson Walton for taking her
on a tour of many schools and many bond project areas.
Al Hill – Mr. Hill expressed appreciation to the staff and said he
was excited about the SAT scores
Cathy
Neagle – Ms. Neagle thanked the Board members for their hard work
and preparation for meetings, and the staff, teachers, leaders,
students and parents for their support and dedication to the
county’s students.
REMINDERS
The next regular Board of Education meeting is scheduled for 6:30
p.m., October 10, 2006. The Board will hold a public comment forum
from 6-6:30 p.m.
The November Board of Education meeting will be moved from November
7 to Wednesday, November 8. The meeting will begin at 6:30 p.m.
Advisory Council Chairmen will meet with Board members from 5-6 p.m.
and the Board will hold a public comment forum from 6-6:30 p.m.
Chairman Neagle said November 7 was election day and the school
system’s central office was a polling place, so the meeting date
had to be moved.
CLOSED
SESSION
David Carr made the motion to enter closed session to consult with
the Board attorney regarding matters within attorney-client
privilege and to consider personnel matters. Al Hill provided the
second and all members voted aye.
RETURN TO OPEN SESSION
Al Hill made the motion to return to open session. Dr. Rick
Luettich provided the second and all members voted aye.
CONSIDER
CONTRACT TO SELL C.S. WALLACE CAMPUS TO THE TOWN OF MOREHEAD CITY
Board members
discussed the sale of the Charles S. Wallace Campus to the Town of
Morehead City. Attorney Neil Whitford presented the final contract
to purchase the property for Board consideration. He noted the
purchase price remained the same at $1 million. Attorney Whitford
also requested modifying the last sentence of Item 12, page 8
regarding the Old Cafeteria Building to read: “Upon Closing, Buyer
shall have possession of this building and reasonable access to it,
and it will maintain, repair and insure, or remove this building as
it sees fit.”
Dr. Rick Luettich made the motion to approve the Offer to Purchase
and Contract as modified. Al Hill provided the second and all
members voted aye.
Mr. Whitford said the closing date would be no later than September
30. He reminded the Board that the school system had an agreement
with the Town of Morehead City to retain the right to use the school
building through the end of school year for no fee.
