School System Develops Strategic Plan In Partnership With Community

Community members worked with school system staff and administrators to develop a Strategic Plan for the school system. This will be a living document that will be reviewed and revised.

Below are the five Aims developed along with their associated goals and measures.

AIM: High Student Performance and Achievement
GOALS:
1. Provide a comprehensive curriculum and a support system that meets the needs of all students.
2. Promote extra curricular activities for the development of the whole child.
3. Align resources with system needs and state and federal mandates.
4. Provide a wide range of activities aimed at promoting and celebrating student achievement.
MEASURES:
1. Percent of students scoring at or above grade level on End of Grade tests and End of Course tests.
2. Number of Adequate Yearly Progress (AYP) targets met by each school.
3. Number of schools meeting or exceeding the North Carolina ABCs expected growth standard.
4. Percent of students graduating on time.

AIM: Efficient, Effective and Accountable Operations
GOALS:
1. Promote and maintain efficient management and operations across the system.
2. Demonstrate accountability for all budgeted and expended funds.
3. Maintain and provide quality facilities.
4. Maintain technology and upgrade annually.
MEASURES:
1. Number of schools with effective dehumidifying systems.
2. Percent of maintenance work orders completed.
3. Percent of technology support work orders completed.
4. Percent decrease in obsolete technology.

AIM: Quality Teachers, Staff and Administrators
GOALS:
1. Retain a diverse team of highly qualified teachers, staff and administrators.
2. Recruit a diverse team of highly qualified teachers, staff and administrators.
3. Support the professional growth of teachers, staff and administrators.
MEASURES:
1. Percent of teachers and teacher assistants meeting No Child Left Behind (NCLB) Highly Qualified criteria.
2. Number of Teaching Fellows recruited and retained.
3. Percent of teachers holding National Board Certification from the National Board of Professional Teaching Standards (NBPTS).
4. Percent decrease of qualified teachers, staff and administrators leaving school system.
5. Percent positive response on annual opinion survey of staff, students and parents.

AIM: Effective Communication and Involvement Among Stakeholders
GOALS:
1. Continue to build positive working relationships and open communications with all government and community entities.
2. Involve family and community in our public school system.
3. Develop and maintain mutually supportive relationships with the business community.
4. Promote strong collaborative networks among our public school teachers, staff and administrators.
MEASURES:
1. Percent positive response on annual opinion survey of staff, students and parents.
2. Percent increase on parent and community involvement index.

AIM: Optimal Learning Environment
GOALS:
1. Provide a safe and orderly learning environment.
2. Provide a learning environment designed to enhance student and employee health.
3. Provide class size conducive to learning.
MEASURES:
1. Percent positive response on annual opinion survey of staff, students and parents.
2. Percent student attendance.
3. Percent faculty/staff attendance.
4. Rate percent decrease on School Crime and Violence Report.
