RAISING ACHIEVEMENT CLOSING THE GAP PLAN
2005-2008

Mission:

The mission of the Carteret County School System is to graduate all students, prepared to be productive citizens.

To transform this mission into reality, students need to be successful readers and problem-solvers.

Rationale:

In order to uphold the mission of the Carteret County School System, a Diversity Planning Team was formed to focus upon and to eliminate the achievement gap between minority and white student populations.

Goal:

Therefore, the goal of the Carteret County Public Schools Diversity Planning Team is to eliminate the achievement gap between minority and white students, and to raise all students' achievement to the 90% proficiency level in reading and math by the year 2003.

 

Goals & Objectives

Goal 1: To create a learning atmosphere responsive to the needs of our diverse student population.

Objective 1:  By the end of the 2007-2008 school year teachers will successfully demonstrate instructional strategies responsive to the diverse population.
Objective 2:  By the end of the 2007-2008 school year the reading and mathematics proficiency levels for all the AYP subgroups represented in Carteret County will meet or exceed their respective targets.

Goal 2: To engage parents and the community in the Plan for Closing the Achievement Gap in Carteret County.

Objective 1: By the end of the 2007-2008 school year, each school within the Carteret County Public School System will devise and implement strategies that actively engage parents and the community in the Plan for Closing the Achievement Gap.
Objective 2: Build partnerships with community organizations to develop programs that will benefit low performing students and their parents.

Goal 3: To increase the number of minority students prepared to successfully complete post secondary educational programs.

Objective 1: By the end of the 2007-2008 school year the number of minority students who successfully qualify for various types of post secondary programs will increase to equal that of the general population.  (note: post secondary programs are not just college, but include community college, military, vocational or internship programs). 
Objective 2: By the end of the 2007-2008 school year the percentage of minority students in AIG will proportionately reflect the subgroups in Carteret County.

Goal 4: To make appropriate referrals to and placements in special education that proportionately reflect the county's sub-groups by population.

Objective 1: By the end of the 2007-2008 school year the percentage of students in special education, within any specific sub-group, will reflect the national and/or state average.
Objective 2: By the end of the 2007-2008 school year the percentage of students in special education within the categories of Behaviorally-Emotionally Disabled (BED) and Educable Mentally Disabled (EMD) will proportionally reflect the county sub-group population.   

Goal 5: To increase the number of minority teachers to match or exceed the student body demographic percentages.

Objective 1: Recruit and hire highly qualified minority teachers.
Objective 2: Retain highly qualified minority teachers and provide ongoing support.
