THE CONSTITUTION OF
BROAD CREEK MIDDLE SCHOOL
STUDENT GOVERNMENT
Elections
The SG Committee is looking at the end of the 2nd nine week grading period as the date of the elections.
SG (Student government) will consist of 8 Officer SGA and the Student Government Counsel (SGC), along with 28 Homeroom Representatives.
There will be two separate elections. The first will be at the homeroom level, for Student Government Representative (One from each homeroom.) The second will be at grade level, for Student Government Counsel (Two from each team) and at the school level (SGA President and Vice president).
Two secretaries (one 7th and one 8th) will be appointed by the SGA. They will be required to meet the same eligibility requirements as the SGA members.
No student can hold more than one office.
Students who want to hold offices must complete a SGA Office Application Form and submit it through their respective Homeroom Teacher.
Each team of teachers will select and route the FOUR most qualified candidates to the SGA Advisor.
The SGA Advisor will take all 24 applications and verify eligibility (school attendance each year, disciplinary histories and GPA). If an applicant fails to meet the requirements, team leaders will be notified and the new applicant (s) will be submitted.
The initial SG Committee, then consequent sitting SGA’s will notify the qualified candidates and create the election Ballots. They will also provide a list of candidates for inclusion in the morning announcements and TV slide show presentation.
PREAMBLE
We, the students of Broad Creek Middle School (BCMS), in order to promote an acquired knowledge of democracy, to provide better cooperation among students, faculty and administration, to promote the general welfare of the student body and to establish high expectations of character, leadership, scholarship, citizenship and school spirit do ordain and establish this constitution.
Article I – Name
BROAD CREEK MIDDLE SCHOOL STUDENT GOVERNMENT
Article II – Purpose
Section A
1 - Promote cooperation among students, faculty, administration and the community.
2 - Promote the general welfare and school spirit of the student body.
3 - Coordinate student body activities.
4 - Establish high expectations of character, leadership, scholarship, and citizenship.
Article III – Power and Authority
Section A
1 - The Student Government Association (SGA) shall have the power to make reports and recommendations to the Principal, via the SGA Advisor and Assistant Principal, concerning conditions around the school and rules and regulations pertaining to student activities.
2 - It shall be the duty of the SGA, under direction of its Advisor and the administration, to coordinate and direct non-athletic student activities and programs.
3 - It shall be the duty of the Student Government (SG) to represent BCMS during all student/community related events or activities.
Section B
1 - All powers of the SGA are delegated by the school administration.
2 - The Principal, Assistant Principal, and SGA Advisor have the right to approve or veto any act of the SGA.
3 - There shall be at least one advisor from the faculty appointed by the Principal.
4 - The Advisor shall be present at all functions and meetings unless the authority is otherwise delegated.
Article IV – Qualifications and Requirements of the (SGA), Student Government Counsel (SGC), and Student Government Representatives (SGR)
Section A: A member of the Student Government is determined by:
1 - SGA President (8th grade student): Elected by the student body.
2 - SGA Vice President (7th grade student): Elected by the student body.
3 - SGC (Team Level)) Pres: Elected by the student body at that grade level.
4 - SGC (Team Level)) V.P.: The highest vote count of the team NOT elected as SGC pres.
5 – SGR (Homeroom Level): Elected by students in each respective homeroom.
Section B: Requirements to hold office.
1 - Students may hold only one office at a time.
2 - No member of the SGA or SGC shall have any grade below 85.
3 - No member of the SGR shall have any grade below 80.
4 – No member of SG with (SGA, SGC, SGR) shall have a conduct grade below an ‘S’ (Satisfactory).
5 - Any member of the SG with grades falling below the minimum will be put on probation until the next progress report or 9 week reporting period. If the grade(s) remain below the minimums, they shall be removed from office.
6- Disciplinary actions:
a. - No student can apply for or hold an office in the SG if they have had/receive an Out of School Suspension, or In School Suspension.
b. - Members who are sent to “Chill Out” will be placed on probation until a
review by the SG is conducted. The administration and/or Advisor will take
the SG’s recommendation into consideration when making a final decision on
chill out dispositions.
c. – No student with a conduct grade less than ‘S’ will be eligible.
Section C: School attendance.
1 - No student transfers into BCMS will be eligible to hold office.
Article V – Responsibilities of the SGA, SGC and Representatives.
Section A: SGA President
1 - Preside over meetings of the Student Government.
2 - Base all decisions on what is best for the student body.
3 - Appoint committee members.
4 - Head and conduct all activities of the SG
5 - Plan agendas for meetings (with assistance from the advisor)
6 - Confer and work with the advisor.
7 - Represent the SG and BCMS, at the highest level, on and off campus.
Section B: SGA Vice President
1 - Preside over meeting in the absence of the SGA President.
2 - Attend all SG functions and meetings.
3 - Base all decisions on what is best for the student body.
4 - Assist president with all SGA activities.
5 - Assist president plan agenda for.
6 - Fill in for the president in any activities/events (school or community) when the president is unavailable.
7 - Represent the SG and BCMS, at the highest level, on and off campus.
8 - Represent the SG and BCMS, at the highest level, on and off campus.
9 – In the event of the president being removed from office, will assist the new president (the second highest vote count for the office) until they are competent in the position.
10 - Act as SGA President the following year until elections are held.
Section C: SG Counsel
1 - Base all decisions on what is best for the student body.
2 - Bring ideas, concerns from the homeroom/student body to the attention of the SG.
3 - Represent the SG and BCMS, at the highest level, on and off campus.
4 - Retain office in the SGC the following year until elections are held.
5 - The 6th grade SGC’s will assume the office of SGA as Co-Vice President the following year until elections are held.
Section D: Representatives
1 - Report and keep their homerooms informed about activities, business, and functions of the SG, as well as school policies.
2 - Bring ideas, concerns from the homeroom/student body to the attention of the SG.
3 - Represent the SG and BCMS, at the highest level, on and off campus.
Article VI: Elections
Section A: Applicants
1 - Applications for SGA office will be available one week after the first progress reports are released.
2 - Applicants must meet the eligibility requirements.
3 - Applicants must complete the SGA Application for Candidacy.
4 - Only the top four applicants selected by the faculty to hold that office will be on the ballot.
Section B: Campaigning
1 - Campaigns will begin after the students who will be running for office have been informed and their names announced.
2 - Campaigns will be ‘positive’.
3 - Campaigns can include posters, debates, and public addresses to the student body. In addition public addresses at the grade, team, and homeroom level are encouraged.
Section C: Elections
1 - Elections will take place the second Tuesday following the announcement of candidate names. This will insure a minimum of 5 school days to campaign.
2 - The five sitting officers from the previous year, (SHA VP assume role of BCMS SGA President, two 7th SGC assume role of 8th SGC, 6th SGC assume role of 7th SGC) with the assistance of the SGA advisor, will be responsible for counting votes.
3 - The administration will be informed of the election results before a public announcement is made.
Article VII: Meetings
Section A:
1 - Meetings will be held twice a month, on the second and forth Tuesday.
2 - Meetings will take place at 7:30, before school starts, and end by 7:55. If the meeting needs to be continued, it will take place the following morning.
3 - Meetings will take place in the Media Center.
4 - SGA and SGC are required to be at all meetings.
5 - Representatives must attend at least one meeting per month.
SUMMARY
The Student Government Association gives students an opportunity to voice and share their ideas and feelings. The Student Government is not for popularity but for purpose; to support the student body, school, and the community. The Student Government has a serious and sincere voice for the students that will be heard. Student Government members must set the standards and become a role model for other students to follow and emulate. These positions of authority require good judgment, a mature attitude, and a willingness to help in regards to the student body of BCMS in a constructive, positive manner.
