ENGLISH AS A SECOND LANGUAGE PROGRAM Dr. Heather Dietzler, Program Director The Carteret County Public Schools provide English as a Second Language Program services for Limited English Proficient (LEP) students. Those services allow them equal access to a free and appropriate education. The mission of the English as a Second Language Program is to nurture and encourage our English language learners to attain their maximum level of school achievement. During the school year our LEP students are provided with instruction in language development through English as a Second Language Program services. Classroom teachers are trained to use strategies and modifications to insure student success in the mainstream classroom.
